Campus Journalism Funds Diverted to another Program

 Press Conferences are held every year. Starting from the division level, it goes to the regional level and finally to the national level. Student's writer who qualify in every level will move one by one until their reach the prestigious national level. However, because of scarcity of funds, there are times when winning campus writers cannot compete with the winners in regional level, much more to the national level.

 The reason for this is that the schools depend on PTCA (Parent-Teacher-Community Association) funds’ participation in and out of town press conferences. Sometimes, these are curtailed because either funds are diverted to other purpose or there are no collections at all. It’s disheartening to know that a provision in the DepEd memorandum 203 dated June 5, 2006, stated with the regional trainings of advisers and campus journalists shall be subsidized by the Campus Journalism Funds (CJF). But based on our experience, our participation in the regional press conferences was never subsidized by the CJF. There was an instance when we did not participate in the regional press conference because we did not have funds for fare, registration and allowance for the contingent. It was really frustrating as we had seven winners in the division level.

    Even if the former DepEd Director Mordeno in the Philippines emphasized that school paper funds should be deposited in a bank with the principal, adviser and editor-in-chief as signatories, this was not so during our times where the majority of advisers principals and editor-in-chiefs were clamoring for the lack of funds. On the contrary, the PTCA collected and kept custody of all funds. They kept on ignoring the call and earnest request by the concerned persons to hand over the money to the in-charge of the publication.

    On behalf of the advisers and editor-in-chiefs of the publication, we wish other principals adhered to the directive of regional director and insisted that funds be intended for school paper and be given or entrusted to the school and not the PTCA.

Kidnap DepEd Teacher's Finally Freed

The three DepED Teachers are now freed. Are we  at less priority? Did somebody pay 3M?

Three Million is the ransom for the kidnap teachers in Basilan Province. But even 3 million worth of ransom, the victim's family and teacher's friends can not afford to pay so the operation of the police and military proceeded until they are freed. The ransom started with 20M then down to 10M until it became 3M.

Enriquez, Mandi and Inion are DepEd Teachers abducted somewhere in Zamboanga onboard  Banca going to DepEd Division office. Kidnappers then turn over the teachers to Basilan based terrorist known as Abu Sayaff.

Noemi was falsely reportedly died in captivity because she just bypass a medical surgery before she was kidnapped. Noemi is now with her families.

These freed DepED teachers suffered both physical and emotional stress after 6 months in captivity. Many thought we are the last priority among terrorist victims given the fact that 2 foreigners working in Red Cross was released first even they were captured later than the 3 teachers.

There is no confirmation why the Abu Sayaff freed the 3 teachers however the police and  military said they pay no ransom instead a continuing operation is ongoing.

Provinces that did not suffer from Ondoy typhoon will proceed as scheduled specially in Visayas and Mindanao area..

Healthy Tips Inside Your Office

Professionals nowadays find it hard to spare time to attend in any work-out sessions in the gym or even by just simply spending an hour to jog any time of the day.  They always reason out by saying “I don’t have time” but take note, working in the office is never an excuse for not having an exercise. The truth is simple exercise does not require a place to do some stretching; it can be done in the classroom, office, park, school, factory line, bus station and more.

Although going to the gym is makes you much more serious with your exercise but if you really can’t make it consider yourself having a jog in the morning just to keep you healthy and physically fit.  Only a minimum of 30 minutes is required everyday to burn out your excess fat. This doesn’t mean that for huge people, they will totally burn out their fats in just 30 minutes!  30 minutes is the shortest span of time requested for the reason that we need to gradually burn our fats. We need to do intelligent thing step by step and no shortcuts or speeding up. Here are some tips for today’s professionals.

  • In the office, by just using your chair you can make side stretches and then slowly lean over to each side as far as you can.  This exercise helps you burn those fats in your waist area and keeping your spine flexible and aligned. Agents working in telemarketing call center who spent working more than 8hours at night are appropriate for this kind of exercise.
  • For people who drive their car in going to and from the office, if possible park your vehicles away from the office just enough for you to walk from the parking to the office.  And if stairs are available, use it instead of the elevator for this is the cheapest and best exercise as walking reduces cholesterol, improves blood circulation, prevents heart problems.
  • In school, you can also do the body-lifting exercise while seated on your office chair.  Place your hands on the arms of the chair and lift your body.  You can do the exercise as often as you like.  This exercise is very simple yet powerful because you can do this not taking your eyes off the computer monitor if you’re busy to look away.
  • For people working in the industrial company that has employees who spends 8 hours a day sitting in the front of computers, it is important to educate professionals in living a healthy lifestyle and eating the right kind of food at the right time and also to encourage them to do stretching every now and then.

For any worker or employee whether they are in assembly room or daily custom essay writing your academic lesson, between your working hours, you can move around just do simple stretching because prolonged arching of your body ruins your body posture. AN ARTISTIC WAR: It’s Blamed Partly to Scientific and Technological Advances


INFORMATION AND COMMUNICATION TECHNOLOGY is usually found everywhere in this world which is encompassed in the realm of an artistic war. It is a manifestation of such strategic attempts and desires of artistic killings to encompass superpower and to invade cultures of other people. In this era, the world seems experienced chaos and disharmony, the world truly hungers for peace!

Technological advances are different, to the same extent, from what the modern war is unleashing about. It is different from the war in the past. War now employs weapons of death and destruction incomparably more effective than those of the past because of technological advances, and it is consequently the worst thing to do as what we have expected to take place. It could be regarded as an evil to which men must resign themselves because it serves annihilation to mankind and not the progress as what they say. One could argue that due to war the people with the strongest virtues have survived, thus determining the course of history. It would seem then that, in the past, war could operate on the sly in order to win while the other people are totally against it. Despite other claims that modern war is an agent of progress. The evil unlocks and embodies it more heavily on us, the inhabitants of the world.


Let us dare face the situation. Man has become a superman because of scientific and technological advances. He is a superman because he does not only have at his disposal to go beyond the innate physical forces, but also to command, and that is the reason for him to thank to what is so-called scientific and technological advances worldwide. The latent forces of nature invade somebody to wield over the others in giving direct supervisions and responsibilities. To kill at a distance, man has used solely his savvy to rely on his own physical strength, to bend the bow and to release the arrow. The superman has progressed to the stage where there is superpower to encompass, and to a device designed for the purpose. On the other hand, man can use his energy to release with combustion of mixed chemical products. This enables him to employ a much more effective projectile and to propel it over with greater distances. Man has become a superman on his own volition to conquer others, but not a friendly one when he uses destructive weapons to kill other people.

            Early before, when there were two places engage in war, they sent only their best soldiers. The soldiers representing each homeland fought until they achieve victory. The soldier, who won the fight, determines the victory of his homeland. But nowadays, war now involves killing all the people in an area where the innocent people reside. As long as the place is recognized as a place of the enemies it must be bombarded without question and it must be annihilated at once so that no one will go against them.

             Just like a puzzle, world peace can be put back together, and all it needs is a helping hand. It only takes one person to end the hate, and the uncivil greed. The world peace can't be written down on a piece of paper, but it can be seen through man’s healthy actions. No matter what the flag you pledge under or salute, but we are all the same. What the world need is love and understanding. People can promote peace in their community just by lending a hand or giving a smile. A good heart is what it helps us to create peace in our community on earth. To have the world find its peace, each and every one of us must try and find the good deeds in everyone’s heart.


In the Philippines, we need to have an organized and powerful team to stop all kinds of criminality.  Just like what our ancestors did themselves when they were all in need during the war that they asked for help. The world is on the right foot to be working towards a nonviolent environment and trying to end those difficult situations so we can have the chance to improve our surroundings. By following the footsteps of Gandhi we will achieve equal rights and we will resort to cease such segregation.

There are really two-steps in working towards total world peace. The first step is to treat others as you would want yourself to be treated and secondly to stop the fighting no matter what it costs. Fighting only makes situations worse. We should always have our hearts to open and be ready to give out. So, to end the hate and greed, it only takes one person to embark on peace and end the hate and to start the peace at all times if there is a chance to resort to it. Lastly, having faith in our Creator is a great advantage to all of us because we can refrain from starting the arguments and conflicts among individuals. We must also learn to respect others so that they will also respect us in return.

Figuratively, the dove is the symbol for peace and we should also recognize and grab the scenario for God’s sake. We can find peace in Jesus Christ; in the holy Eucharist, we can see that the dove is placed above the chalice showing that Jesus Christ is sharing peace to the world.

Filipino Chemistry Teachers
The Philippines Association of Chemistry Teachers, Inc, the International Union of Pure and Applied Chemistry and the Science Across the World Network will hold the Young Ambassadors for Chemistry Event on October 27-28, 2009 at Adamson University and SM Mall of Asia.

The theme for the YAC activity is Promoting Public Understanding of Chemistry". This aim to help the participants dispel the impression of the general public that chemistry is not relevant to dail life and that the word chemical always refer to harmful substances.

This event will involved selected secondary school teachers in Training the Trainers course to be held at Adamson University. The teacher participants will then coach their students who are the Young Ambassadors for Chemistry in a public activity in the afternoon of the second day to be participated in by the general public at the SM Mall of Asia.

Information Technology bill Being Push

The Philippine Technology Act of 2009 is a new bill created by Mar Roxas to serve as blue print in the government investment in IT and R&D.

He said there is a need to push the country's IT's and R&D capacity in mastering latest technology and scientific innovation is the key to Philippines economic progress. He proposed that IT projects and new innovations should be made public and accessible for faster commercialization.

We should recall that the US military already have the internet for their intelligence purposes way back cold war days. When they open the technology in public commercialization through the help of US Senator and former VP, the Information Superhighway became unstoppable to max that it benefited most Philippines call center as well as call center in India and Mexico for spanish market together with less fortunate European countries. One Internet technology Guru said the IT innovation is alarming that there is always arena for development in which  government may not capable to control specially like those under  develop countries as  we are.

This Technology Transfer Act of 2009 will helps the distribution and commercialization of intellectual property and technology researched funded by the government for the purpose of economic growth through information technology where Philippines outsourcing companies and local IT companies are expected to enjoy the benefits.

The DepED family specially the pupils, students and its teachers will be the most benefited of any improvement of technology. As of now, there is no research on the prevalence of ICT integration in the school. How many schools are implementing integration and how many teachers per school are capable of ICT integration in their classes. While PowerPoint presentation and Internet are the best tools for the subject like Araling Panlipunan and Technology and Livelihood Education, I have seen teachers not optimizing the used of these technologies. Some said they lack of computers even the computers are there even it is 1:4 ratio, it is still functional to the lesson. What is see in this issue in my 5 years as ICT Trainor is the knowledge and skills of teacher to integrate the lesson with ICT and not just leaving the computer inside the classroom giving more traffics to youtube, facebook, friendster and many more.

The World's Best Teachers

Some travel more than 3 hours a day riding motorcycle through rough road and  walks (not less than 1 - 1/2 hr a day) in the mountain range to reach the indigenous students from a various tribes. Their students are considered as no-read no-write and on varied ages. The oldest is 70 years old while the youngest is 7 years old. 

Their basic objectives are to help students read, write and simple mathematical computation which they achieved in numerous number of graduates.

Lawyers Contested the Computerization of Election in SC

Philippines Supreme Court rejected the petition of team of lawyers challenging the implementation of 2010 Election through computer. The SC recognized the validity of contract awarded by the Government to Smartmatic International and its partner.

With the clear unbalance vote 11-3 favoring computerization, Atty. Harry Roque Jr. and his group was rejected with a message from SC "If the lawyer made a due diligence in examining the validity of contract they will realize that there is no basis for filing the petition to the court".

For an IT specialist like me with so much programmer's friend around me, It is easy to develop this kind of technology and Filipino developer are good enough to protect its integrity.

Guidelines on the Selection of Honor Pupils or Students

DepEd Order 92, s 2009

Revised Guidelines on the Selection of Honor Pupils and students in Public Elementary and Secondary

1. Candidates for honors at any grade or year level shall be drawn from the top 10 pupils/student of the school. They must not have a final grade lower than 80% in any subject.

2. To determine the top 10, the pupils/student shall be ranked using the 7-3 pts scheme. 7 Pts for academic and 3 pts for co-curricular activities as contained in enclosure nos. 1 and 2.

3. Grade in the previous curriculum level shall bot be considered in the ranking of honors for graduating pupils or students.

4. Only the grades in the current curriculum year shall be considered in the ranking of honor pupils/students. Transferees shall be considered in the ranking provided they are enrolled not later than the second week of classes of the current SY.

5. Final rating shall be computed to the 3 decimal places. In case of tie, candidates shall both be declared in the same honor ranking.

6. All candidate for honors must be of good moral character and have not been subjected to any disciplinary actions within the current SY.

7. Achievements of pupils/students in specific academic disciplines such as (Math, Sci, and Eng) and in special curricular areas shall be given recognition. (Athletics, arts and campus journalism).

8. School with specials curriculum programs (specials science, arts, sports, sped) shall select their own set of honor pupils/students.

9. Any member of the school selection committee must not be related to any candidates for honors.

10. The school head shall be the chairman of the school selection committee composed of at least 3 members from the teaching staff and shall make the final announcement of honor pupils/student after final results have been duly recommended and approved by the school head and/or school Superintendent respectively not later than 15 days before the recognition/commencement rites. Protest should be filed within 5 working days from the final announcement.

2010 National Schools Press Conference (NSPC)

DepEd Memo 379 S. 2009

In line with the thrust to  promote responsible and free journalism pursuant to the provisions of Section 2 of RA 7079, this Department through the National Technical Working Groups from the BEE and BSE shall conduct the 2010 National Schools Press Conference (NSPC) on Feb 22-26, 2010 in Tagum City Davao Del Norte Region XI.


The conference theme "Campus Journalism as a Catalyst for Change: Achieving the MDGs by 2015 (Pampaaralang Pahayagan bilang Instrumento ng Pagbabago: Maisakatuparan ang MDGs ng 2015)" focuses on the 2015 Millennium Development Goals. Each region is advised to craft a regional theme aligned with the national theme.

The National Orientation Workshop on the Millennium Development Goals for the Regional Coordinators of Schools Press Conference shall be held on Spet 14-16, 2009 Marikina Hotel and Convention Center, Marikina City. Traveling expenses shall be charge to journalism funds.

RA7076 earmarks a subsidy of P2,500,000 pesos as payment of trophies, certificates, supplies and materials, honoraria, board and lodging of evaluators, duges and facilitators. Participants shall pay a registration fee of P4,000 to cover board and lodging, kits and other materials.  Expected participants of 2010 PressCon will be 3,604 while each region shall send 212 officials delegates.

ICT Conference Cum Workshop

Consultative Conference Cum Workshop with the IT Essentials Schools Implementers

In support to and for the consistent implementation of the Regional ICT Tech Voc HS that are offering the CISCO NetAcad Program, a Consultative Planning Conference will be conducted on SEPT 8-10, 2009 at the Development Academy f the Philippines, Tagaytay City.

a. gather feedback and address the concerns met in the implementation of the curriculum.
b. familiarize DepEd local academy instructors on the academy management module;
c. train instructors how to create and administer online student classes and to monitor student progress
d. train instructors how to raise concerns and get answers from Help Desk and
e. prepare instructors for their upcoming Cisco Certified Entry Networking Technician Examination.

Participants to this activity are School principals, ICT Coordinator or ICT Teacher trainees in ITE and CISCO Certified Network Associate CCNA last May 2009.

Teacher participants may check in at the venue a day before the start of the training while the first meal to be served is dinner of Sept 7, 2009. Participants are required to bring their own laptop.
