e. The computer lab administrator is hereby designated to monitor all internet usage including network traffic and with or without notice to limit or restrict any teachers/ student internet usage privileges.

m. No teacher or student may use the internet access to post message to an internet......except in the conduct of education purposes or furtherance of the school mission.

p. Before the students can access the Internet, an orientation meeting between the students, parents or guardian and teachers must be organized and carried out. In this event, discussions will be focus on what are the roles of each of the parties involved and have an understanding on what are the benefits and risks that exist online as well as how to surf safely and responsibly.

q. After the rules have been set and understood, an online code of conduce contract must be filled up and signed by all persons concerned. Sample contract is enclosed to this DepED Order.

Administrative Use of ICT by DepED Offices

a. Internet access is only granted to a limited number of users specified by the head of office and therefore identified as authorized users.

b. Internet access is provided to employees for the purpose of study, research, service and other activities which must be in the conduct of officials business or in furtherance of the mission and purpose of DepED.
c. Each employee using the DepEd internet access shall identity themselves honestly, accurately and completely when corresponding or participating in interactive activities.

d. Employees have no right of ownership or expectation of personal privacy as to their Internet usage.

e. The Technical Service and the Regional/Division ICT Coordinators are hereby designated to monitor all Internet usage including network traffic and with or without notice to limit or restrict any employees Internet usage privileges.
f. Offensive and or subversive content, may not be accesses, displayed, archived, stored, distributed, edited or recorded using DepED network, printing or computing resources.

Offensive content includes but not limited to - pornography, sexual comments or images, profanity, racial slurs, gender specific comment or any content that can reasonably offend someone on the basis of sex, race,color,religion, national origin, age, sexual orientation, gender identity, mental or physical disability.

Subversive content includes but not limited to - lending aid, comfort and moral support to individuals group or organization that advocate the overthrow of incumbent governments by force and violence on the basis of treason, sedition, sabotage, espionage or acts of terrorism.

g. Accessing of prohibited sites will considered a violation of DepED Internet Usage Policies.
h. As part of Internet security, attempts o access there and other non-work related sites shall be discourage and or blocked.

i. Network Administrator are instructed to configure their proxy servers and or switch routers in order to filter block prohibited sites.

j. For assistance in the configuration of said equipment, contact the ICTU at tel no. 02-631-9636, 02- 633-7264 or email at ICTU@deped.gov.ph.

k. All sites that visited and revisited by the users should be recorded for monitoring purposes.

L. Internet access shall not be used to conduct personal business, play computer games, gamble, run a business, conduct political campaigns, activities for personal gain or to take part in any prohibited or illegal activity.

m. No employees may use the Internet access to post messages to an internet message board, chat room, web blog, listwerv or other internet communication facility except in the conduct of official business or furtherance of the DepED mission.

n. No employee may use DepED facilities knowingly to download or distribute pirated software or data. Any software or files downloaded via the Internet may bu used only in ways that are consistent with their licenses or copyrights.

o. No employee may use the DepED internet facilities to deliberately propagate any virus, worm, Trojan horse, trap door or back door program codes or knowingly disable or overload any computer system, network or to circumvent any system intended to protect the privacy or security of another user.

Guidelines in Managing the Proper Use of Internet Services in all Administrative Offices and Schools

1. As this country advances through the 21st century, the use of technology to research,organize, evaluate, and communicate information has grown. And as the public has learned to accept ICT, the use of the Internet has become a huge factors of an individuals development.

2. The internet is a global system of interconnected computer networks that consist of millions of private and public, academic, business and government networks of local to global scope that are linked to copper wires, fiber optic cables, wireless connections and other technologies. A computer that connects to the internet can access information from number of servers and other documents and send information onto the network which can be saved and ultimately accessed by other servers and computers.

3. Recently, the DepEd has issued DepEd Order No. 50, s. 2009 entitled Launching the DepEd Internet Connectivity Project and Directing All Public High Schools to Subscribe to Internet Connectivity Services" aimed at providing Internet access to all public secondary schools.

4. With this development, teachers, students will have unlimited learning resources. And for administrative offices, the Internet can be used for research, study, communication and service purposes.

5. There are several types of Internet connections, which could be any of the following:
  • Analog or dial up access
  • Integrated Services Digital Network (ISDN)
  • Digital Subscriber Link (DSL)
  • Wireless Internet Connections (Wi-Fi)
  • Satellite
6. The internet serves as the backbone for different application and some of these are:

  • The Word Wide Web
    a. Hyperlink -a huge st of interlinked documents, images and other resources linked by hyperlinks and URLS which allow the web servers and other machines to communicate with each other
    b. Web browsers such as Internet explorer, Mozilla firefox, apple safari and Chrome.
    c. Search Engine - wherein users can search anything buy typing the words or phrases relevant to their topics. Well known search engine are Google, Yahoo and Bing.

  • Electronic Mail
    Abbreviated as e-mail or email is a method of exchanging digital messages. Messages consists of its content, an author, address, subject and one or more recipient addresses.
  • Remote Access
    This is a feature of the Internet wherein an individual can access his/her computer from wherever he/she may be across the world with the use of a Virtual Private Network connection via the Internet.
  • Instant Messaging (Chat)
    1. Is a collection of technologies that create the possibility of real time text based communication between 2 or more participants over the Internet
    2. It also allows the effective and efficient communication, featuring immediate receipt of acknowledgment or reply.It is capable of saving communication and sending documents.

  • File Sharing.
    1. Is the practice of distributing or providing access to digitally stored information such as computer programs, multimedia, documents, presentation, spreadsheet and electronics books (e book).
    2. This can be done thru email, putting the file in a shared location in the server for easy download or upload to free file sharing websites.

  • Streaming Media
    Is the process wherein audio and video files can be accesses and downloaded for listening and viewing. The said media may be live or previously recorded the uploaded.

  • Internet Telephone (VOIP)
    VOIP stand for Voice over Internet Protocol referring to the protocol that underlies all internet communications. It is the process wherein voice calls go thorough the internet ans is free or costs lesser than a traditional telephone call especially over long distances.

7. As the Internet is known to be a place where a lot of information can be extracted and shared to educate people, it is also filled with dangerous software or programs (malicious software) that may steal important information, destroy or even use anybody computer with his her knowledge.

8. In order to avoid being victimized by such hazards, the DepED is hereby issuing the following guidelines:

DSWD in the State of Calamity?

This is in support of the claimed by a fellow blogger named Ellaganda.com in which she expose the state of calamity inside the DSWD warehouse. In her blog she write that there is something wrong in this department for not distributing well the donations for calamity victim.

She is amazed why DSWD is not exerting its effort to distribute the tons of donation from foreign government. She is also confuse why the DSWD rejected some volunteer and not allowed to take pictures. Luckily she managed to get the pictures as proof that DSWD is in the state of the calamity.

So why all these things are still here while we know there are many people in needs.

In a news report from yahoo she denied any hoarding allegation. She said they are just waiting for a request from regional offices before they can release that relief goods.

Newly arrived donations. The tracking service have manpower to discharge the goods but the DSWD do not have personnel to deliver the goods to the people in need.


So why not use the college and university student. Why not go to TV for volunteers and why not ask GMA and ABS CBN where even actors and actress are participating in the distribution of goods. I agree with the Ella. There is resourcefulness problem in the DSWD.

While there are available resources in this department, the Manila Bulletin reported
6 upland town in Ilocos province which is isolated again because of landslide. Is the DSWD will wait request from the regional offices before they act?

12 High School in Aklan now Internet Ready

GILAS and DepED recently awarded an internet connection to 12 public high schools in the province of Aklan. According to Ayala Foundation Project Director, the aim of GILAS is to connect 6,600 public schools throughout the Philippines.

The Globe Internet Provider is the internet distributor for the GILAS Project. Normally, the school will pay the monthly internet access after 2 years of free service (depends on the agreement). Some computers and LAN equipment were included in the donation. To be able to avail this project, it is better to contact Ayala Foundation or GILAS regional offices.

For the information and guidance of all concerned, enclosed is the Department of Budget and management budget Circular No. 2009 - 4 Setp 29, 2009 entitled "Advance Payment of the Remaining Half or Balance of the Year End Bonus and or Cash Gift to National Government Personnel for FY 200.

Under DBM Budget Circular No 2005-6, which have since then been the basis for the grant of the year end bonus and cash gift payment of the full or the remaining half f the year end bonus and cash gift must be made by the agency Head concerned not earlier than November 15th or each year.

In order however to address the plight of DepED officials and personnel who have been affected by the calamity brought about by the recent typhoon Ondoy payment of the remaining half or balance of the year end bonus and or cash gift upon request of the affected officials or employee concerned even before Nov 15, 2009 is hereby directed...

Teacher's Values and Professionalism in the Classroom

To teach ethics to teachers is a revitalization of the correct attitude in the workplace. These professionals are taught with manners, values, and the proper behavior expected from them. Therefore they are expected to share good manners, practice democracy and fairness in the classroom. Failure to display incorrect professionalism can cause disrespect and may produce distorted values among students.

Personal values evolve from situations with the external world and can change overtime. His integrity in the application of values refers to its continuity; persons have integrity if they apply their values appropriately regardless of arguments or negative reinforcement from others. But if Filipino teacher loses his values, moral problems come in. Why? Because there will be no values to hold him from doing what is not good. So ultimately, moral problems will arise.

Philippine legal system provides due process to every person. This means that every person is given the opportunity to be notified of the accusation against him. Under our laws, before the person is convicted, he must be given the chance to defend himself by informing him of the corresponding charges in which he is obliged to answer. Generally, the burden of proof lies on the person making such accusation. Therefore, innocence of the accused is more preferred. Although discipline is an issue to deal with among teachers, corporal punishment is never an answer to discipline the students. We have to find better, more effective ways than beating to enforce discipline.

Corporal punishment is of limited effectiveness and has potentially side effects. Studies show that the more children are spanked, the more anger they report as adults, the more likely they are to spank their own children, the more likely they are to approve of hitting a spouse, and the more marital conflict they experience as adults. Spanking has been associated with high rate of physical aggressive, more substance abuse, and increased risk of crime and violence when used with other children and adolescents.

Having known these negative outcomes, one must not afford to support nor appreciate corporal punishment no matter how grave the offense is. It is an act provided for the establishment to give proper discipline to all and maintenance of an integrated system of education. It is the policy of the State to establish and maintain a complete, adequate integrated system of education relevant to the goals of national development. Toward this end, the government shall ensure, within the context of a free and democratic system, maximum contribution of the educational system to the attainment of the following national developmental goals.

Stop Lavish School Celebrations

DepEd Updates

The DepED recognizes the effect of Typhoon Ondoy and Pepeng to the Filipino families specially the pupuils and student of public school. The department released a memorandum to all DepEd Officials reminding them not to engage in lavish school celebrations and festivities.

This also means DepED Teachers are not allowed to require student with expensive projects and requirements. Since January this year, at the onset of crisis the government issued to all public offices an order instructing all government officials to take budget tightening.

Unfortunately, if you can see that DepEd Teacher's night celebration during town fiesta you will recognize right away that DepEd memos are not followed strictly.

In liue of the memo, we are hoping once again to all DepED Officials to recognize the Central Office Memorandum about extravagant school activities and excessive projects to the student.

DepEd is currently in the process of rehabilitation for all classroom damage by the typhoon and giving priority assistance to all affected Deped teachers and non-teaching staff.

Some Career that a Teacher can Recommend to the Students

The following are top 10 ideal careers in America due to salary and availability of the position today and in the future. It includes the work description and tells why they are the ideal job in US market today and tomorrow. For those high school graduates planning to have career in foreign land must consider some of the career in the list.

1. Systems Engineer - The experience system engineer in US will receive $87,000 while head system engineer can take as much as $130,000. System engineer combine the school of being, personal to network computer technician which handle large scale servers. They will maintain not only the hardware but also the data stored in the servers. System Engineers make sure the security and architecture of employees access to the server is well managed to preserve the quality of information to the company. The National Book Development Board will celebrate the 13th Philippines Book Development Month in Nov 2009 with the theme Galin Pinoy, Basahin. This is in line with the PPN. 1436 resetting the celebration of the Philippine Book Development Month from June to Nov this year.

The celebration focuses on the important contributions of books in the economic and social growth of the country. The NBDB has lined up several activities for this celebration such as seminars, story writing contests, book fairs, and extensive info dissemination campaign on TV, Radio and Newspaper. To ensure the success of this event, school and all government agencies are encouraged to actively participate in the celebration.

Whare are the 12 Little Things a Teacher can Do to Help Our Country


I found a blog post about the interview of the famous travel blog Dongism to Alexander Lacson. I do not know this man but Dong will not spend his time if this man is just ordinary one.

Continuing reading, i learned that this man is the author of the book entitled “12 Little Things Every Filipino Can Do To Help Our Country". The title itself can raise your consciousness since this could be controversial owing to the number of problems in our country and everyone wanted to be the president.

The Dong's interview did not said or discuss about the content of the book. What they pointed out is the 2nd and 3rd book as a follow up of the first version. The title of the 2nd book is “The Wisdom of our Race. The Wisdom of the Filipino” and the 3rd title is "Eight (8) Wonderful Things We Should Know Why We Should Be Proud as Filipinos".

So what is the relevant of this book to the Filipinos? None for those matured common folks. Let us be realistic, common drivers, common farmers, common vendors, small sari sari stores, ordinary clerk, house wives in barangay areas and even professionals like executives, lawyers, doctors and teachers. If a man working more than 20 years and still did not see positive improvement in their lives, i believed you can not raise their nationalism anymore...... Yes this book is useless to them....

So who should have this book? The new teachers from private or public schools are the best option.  Definitely not the DepEd Teachers that serves more than 10 years. Yes I refer to the newly hired teachers who are still between in their 1st year to 5 years in service. Their idealism and nationalism are high that they are normally sacrificing even their own family time for the career and to the love of teaching.

I believed that new teachers below 10 years of service are still an agent of change for student/pupils. They are willing to give extra effort to push their student to their best in discovering individual talents. Some may not agree and i understand, my knowledge is based on my experience as DepEd Teacher for almost 5 years. My mother is a teacher and our family friends are mostly teacher. My in laws are also retired teachers too. I have meet lot of teachers as DepED ICT trainer for more than 4 years and their sentiment are the same from Apari to Jolo. I got 4 national appearances in ICT competition and conference so i have the chance to interview some best mentors through the country. Once again, I stress it out to my reader that national sentiment is the same.

So what are the 12 little things you can do to your country dear teachers? May I re-rewrite the title since my basis if for the teacher cluster of the society? WHAT ARE THE 12 LITTLE THINGS A TEACHER CAN DO TO HELP OUR COUNTRY? The question may raise your idealism or negative idealistic ideas yet it is acceptable in the principle of opinion. I encourage you to comment or give suggestion.

Since I am the author of this blog, I have the opportunity to post the 1st  of  the "12 little things the teacher can do to help our country" and hope you can add more......

1. Discover your student's talents. Everybody is unique and not all are intelligent. Statistics shows 64% are average while small portion are consider as fast learner and gifted. Teachers are authority in the classroom. This short moment in the classroom can make difference in the life of the student. Forget the intelligent student; they will make their own way to the top. Guide the average to discover their talents and interest so that they will not end jobless one day.

I myself have regrets. I realize it when my former student asked for help. He was not able to continue college the same with many graduates. I just lend him a book and advice and he make his own way at longer path that is should not be. My mistake, in know their talents but i did not push it to the limit so that they can use it right after high school.

National Training Workshop for DayCare Workers and Teachers on Early Childhood Education


The AimSkills World Management Training Center will conduct the National Training Workshop for Daycare workers and Teachers on Early Childhood Education at Hotel Supreme, baguio City in 3 batches on the following dates;

Batch 1 - Nov 5-7, 2009
Batch 2 -  Dec 3- 5, 2009
Batch 3 - Fec  4-6, 2010

The theme of the training workshop is Preschool Teaching and Learning Expectations: standards of quality That Fuels Academic Excellence".


The objectives of the workshop are to: guide daycare workers, teachers and adults working with young children to practice highly effective preschool teaching and developmentally appropriate practices for young children; provide a set of developmentally appropriate early learning standard for preschool learning outcomes and serve as a benchmark determining how effective the classroom curriculum is being implemented and explain to the participants the need to focus on quality learning environment as prescribed by the learning standard for young children.
