Guidelines on School Clustering

Guidelines on School Clustering for the Deployment of Full Fledged School Head Items

1. After 4 consultative workshops with concerned groups, guidelines on school clustering are proposed in support of School Based Management. The guidelines are as follow:

a. All schools or school clusters without a full fledged school head shall be provided with an appropriated full fledged School Head items;

b. The clustering of schools shall be done only for schools headed by a Teacher in Charge within the district based on proximity, accessibility and number of teachers.

c. A cluster of at least three 3 schools with a total of at least 6 teachers shall be entitled on a Head Teacher item

d. A cluster of at least 3 schools with a total of at least 9 teachers shall be entitled to Principal.

e. A disadvantaged, inaccessible, isolated island/mountain school may not form part of a school cluster. As a stand along school., it shall be treated as special case and shall be entitled to a Head Teacher upon the recommendation of the School Division Superintendent.

Narrator: (Nagsasalita bilang panimula ng pagsasadula)
Magandang hapon po sa inyong lahat aming mga minamahal na manonood. Sa hapong ito, ay ibig namin kayong handogan ng isang munting pagsasadula na tiyak ay inyong iibigin, mamahalin at dadalhin sa inyong isipan ngayon at magpakailanman.

Bawat tao dito sa mundo, mapabata o matanda, kalahi man o dayuhan ay may kanya kanyang karapatan simula’t simula palang ng tayo’y iniluwal ng ating mga magulang.

Kaya naman ay pinili naming isasadula ang buhay at karapatan ng mga bata sa ibang bansa gaya ng nasa espanya Ito ay kwento na hango sa buhay ni Cinderela ang isang princesa na pinagmamalupitan ng kanyang mga karapatan hindi lang bilang isang ordinaryong bata kundi bilang isang princesa.

Ang dulang ito ay aming pinamamagatan ng…. “ Princesa at ang Batang Diwata!”










1st scene
(Play the background song: Material Girl)
(Makitang si Katrina ay nagbubunot ng sahig.. at si Raven ay dumating bibit ang kanyang damit..)

Raven: Aba aba…Hoy! Halika nga dito! Gusto kong labhan mo itong damit ko ngayon mismo at siguraduhing matuyo ito tatlong oras mula ngayon. Naintindihan mo?
Katrina: Opo..
Raven: Mabuti!

Narrator: Sinimulan ni Katrina ang kanyang paglalaba at pagkatapos ay kanyang pinaypayan para matuyo agad. Lumipas ang halos tatlong oras ay sakto namang natuyo na ang damit. Naisipan ni Katrina na isukat ang damit at…

(Raven ay dumating at nakita nyang sinuot ni Katrina ang kanyang damit kaya agad nyang hinila ang braso ni Katrina at itinulak sa sulok, at saka hinila ang kanyang buhok .

Raven: Kapal naman ng mukha mo! Wala kang karapatan na pakialaman ang alin man sa mga gamit ko dahil hindi ka maganda, ako lang at lalong lalo na hindi ka namin itinuring na princesa dito sa palasyo!

( Regine dumating…)

Regine: At bakit mo suot yang damit ng anak ko? Pwes dahil sa ginawa mo ay kailangan mong maturuan ng leksyon? Makinig kang mabuti. Simula ngayon ay hinding hindi ka pwedeng kumain sa kahit anong pagkain dito sa bahay, hindi ka pwedeng lumabas at maglaro kasama ang ibang mga bata at ikaw ay matutulog lamang dito sa kulongan ng mga aso,

(Katrina ay sobrang nalungkot at nabahala sa kalagayan nya at ng kanyang ama habang ipinasuk ng madrasta ang princesa sa kulongan..)

Katrina: Uhmn… Hooof

2nd scene
Narrator: Samantalang si Katrina ay nasa loob ng kulongan, ay nakipag-usap itong madrasta ng palihim sa di kilalang tao.

Rocky : Madali lang yan madam! Sya lang ba? Di bale sisiguraduhin ko
sa’yo na hindi sya makakawala sa amin. Ayos ba madam?

Regine: O sige… heto ang bayad at umalis na kayo agad, baka may makakakita pa sa inyo dito.

Rocky : Sigurado! Adios Señora.

Narrator: Noong araw ding iyon ay dinakip at kinulong ng mga bayarang tao si Katrina. Ito pala ay sugo sa kanyang malupit na madrasta dahil sa kagustuhan nitong maging taga- pagmana sa trono ng hari na may sakit. Itinago ang princesa sa isang maliit at madilim na kulongan sa gitna ng gubat kung saan balak ng kanyang madrasta na painomin siya ng lason. Kinabukasan sa madaling araw …..

3rd scene
Rocky : (Hawak ang isang baso na gatas)
Bata! Bata! Gising na. O heto ang gatas at inumin mo ito. Kailangan ay maubos mo ito, at kapag hindi ay di ka na makakalabas dyan sa kulongan mo habangbuhay. Aha ha ha ha ha… hahaha haha...

(Ibinigay ng tao ang baso kay Princesa Katrina at habang nagsasara ang tao sa kulongan ay nagpupumilit ang Princesa na makalabas sa kulongan at di namalayan ng tao na natapon pala ang gatas habang patuloy namang umalis ang tao na nakahalakhak

Rocky : (sumasayaw habang kumakanta palayo sa kulongan)
♫So long farewell I hate to say goodbye to you to you hmn hmn
hmn hmn hmn hmn…. Goodbye…♫

(Hindi nainom ng princesa ang gatas. Pero patuloy parin syang nalungkot at umiyak)

Katrina: Hu..hu.. Inay! Mahal kong Inay. Sana nandito ka lang sa piling ko, Maramdaman ko lang ang yakap mo ay mapawi na ang takot ko sa madilim na kulongan na ito. Hindi ko rin sana maranasan ang lupit na buhay kong eto.

(Kumanta ang princesa. Tono: Malayo pa ang umaga)
♫Malayo pa ang umaga, di matanaw ang pag-asa.
Hanggang kailan matitiis ang paghihirap ko,
At sa dilim hinahanap ang pag-asa na walang landas
Kailan ba darating ang bukas para sa akin….♫

(Patuloy na umiyak ang princesa at biglang maririnig nya ang isang kanta) (insert a song)

Sabrina: (Kumakanta.. Tono: Don’t Cry little one)

Tahan mahal kong princesa, liligaya ka rin…♫

Katrina: Si..si..si sino yan?
Sabrina: Ako po, ang iyong fairy Godmother.
Katrina: Fairy Godmother? Sabi mo liligaya ako? E pano naman mangyayari yun?
Sabrina: Tutulongan kita dahil kailangan mong malaman ang iyong mga karapatan bilang isang bata!
Katrina : Ano po ba yang karapatan na sinasabi mo?
Sabrina: (Kumakanta sa tono ng” A whole new world”)

Kaya gamit ang kanyang palakol, ay sinira niya ang pinto at tinakas ang princesa habang nagpunta naman ang kawal sa palasyo at ang sabi nila sa Madrasta ay… )

Rocky : Wala na po kayong dapat alalahanin, mahal na reyna.
Naikulong na po namin ang princesa.

Madrasta: Nakasisiguro ba kayo na hindi makakalayas ang batang iyun sa
kulongan?

Rocky : Opo, mahal na Reyna. Siguradong sigurado po kami.

Madrasta: Mabuti. Ngayon, sa mahinang kalagayan ng hari, ay hindi na niya mapapansin na nawawala na ang kanyang anak. Ha ha ha ha ha Kawawang hari. Ha ha aha ha ha
(Humalakhak ng malakas ang madrasta kasabay rin ang taong inutusan nya. At habang
nagtatawanan ang mga ito, ay dumating naman ang isang dalubhasang manggagamot at
pumasok sapalasyo para gamutin ang Hari. Pagkatapos ay lumabas at nagsabing . . .

Patricio: Paigi na ang karamdaman ng mahal na hari, mahal na Reyna. Parang isang himala ang nangyayari sa kanya. Salamat sa iyo, mahal na Reyna, sa pagmamahal at pag-aaruga mo sa kanya. Sana ay gumaling pa siyang lalo at nang maibsan ang pait na dinaranas nya..
(Kinuha ang sombrero sa upuan at inilagay sa dibdib habang nagpaalam at umalis).

Regine: (Tumaas ang kilay at…) Paalam. Hmmpp! (At pabulong na sinabi) . . . Paiigi? Alam kong hindi na siya magtatagal. Haa ha ha ha. Haa ha ha ha ha.
Narrator : Habang ang Reyna ay nagsasaya sa kalagayan ng hari ay nakalaya naman ang Princesa kasama ang tutubi at dinala siya ng magtotroso sa kanilang bahay. Doon, inalagaan at inasikaso siya ng magsasaka. Pinakain at binilihan siya ng mga damit at habang kumakain, ay naikwento ng Princesa ang naranasan nya. Kaya naman ay lubusang naawa ang magsasaka sa bata at naipangako nya na…

Patrick: Kung ganon ay dapat mong ipaglaban ang sarili mo dahil karapatan mo ang mabigayan ng proteksyon laban sa pagsasamantala, panganib at karahasan ng Reyna.
Katrina: Talaga po! E pero parang hindi mo yata mapigilan ang aking pangalawang ina sa mga ginagawa nya. Matapang yun at baka ipakulong ka rin lang doon. Huwag nalang po…
Patrick: (Palayo sa Princesa at sumugod sa palasyo.)
Sabrina: Mahal kong Princesa tibayan mo ang loob mo… at dahil ikaw ay isang Princesa ay kailangan mong maging matatag at matapang.
♫May bukas pa….?....♫

(Dumating ang asawa ng magtotroso at binalitang nalaman na ng Hari ang nangyayari)

Myrile: Mahal na Princesa ikinagagalak kong sabihin sa iyo na nagtagumpay ang asawa ko sa pagpunta sa palasyo at magbigay alam sa hari sa nangyayari sayo..
Katrina: Talaga po?

(Magkahawak ang Princesa at ang asawa ng magtotroso na nakalukso-lukso dahil sa tuwa

Myrile: O tayo na at naghihintay na ang iyong amang Hari sa palasyo.

habang naglalakad.)

Narrator: Nakabalik na ang princesa sa palasyo at masaya naman silang sinalubong at niyakap ng hari na lubosan nang gumaling sa kanyang karamdaman. Matapos maikwento ng magtotroso ang lahat ng nangyayari, ay pinalayas agad ang Reyna Madrasta at ang kanyang anak sa kaharian. Habang-buhay namang pinakulong ang dalawang sundalo bilang parusa sa kanilang nagawang kasalanan. Sa kahulihan ay naging malaya uli ang princesa sa lahat ng kanyang ninanais at tuluyang naging princesa habangbuhay.

Manila Ocean Park

The Mary Lindbert International and the Manila Ocean Park;s advocacy on Love of Marine Life is now on its 2nd year. The program advocates the love and consciousness in the preservation of marine life providing venues for elementary school children to learn more about the diverse creatures under the sea and more importantly understand their part in taking care of the marine life.

In conjunction with this learning and for a better appreciation of marine life, one of the venues considered is the Manila Ocean Park. It has an Oceanarium - a massive complex housing numerous tanks and aquariums displaying the Philippines best collection of flora and marine fauna. There are 6 attractions featuring huge tanks of aquatic and marine animals and also exotic amphibians, including a walk through underwater tunnel.

In addition, there is an expansive area housing a center dedicated to multimedia and interactive marine and aquatic education, a jelly fish museum, Asian food museum and other interactive hands on games and soon to open Ocean Fountain Show.

Reminder to Teachers about Political Rallies

Clean Schools - Clean Elections

The Department of Education aware of the consequences of too much politics in schools hereby reiterates the Clean Schools, Clean Elections Program. This program aims to ensure that our schools and teachers are protected from over politicking. The program will be in effect for the entire election campaign period until final outcome of the elections at the national and local levels is determined.

The 2010 National Election merits the highest degree of national discipline. In order to minimize and prevent any conflict of interest situations, that can comprise our teacher's integrity, the following guidelines must be observed:

a. Political rallies and public meetings must not be scheduled during school days while classes are on going.
b. Organizers of political rallies and public meetings must first secure the necessary permits from the proper local government officials pursuant to the requirements of local ordinances on the issuance of permits.

c. School heads should remind the organizers of political rallies and public meetings to be held on school premises that said organizers are responsible in making sure that the school surroundings will be cleaned and the campaign materials and propaganda will be removed after the rally or meeting.

Earning Despite of Crisis

BPI bank also known as Bank of the Philippines Island which is consider as the number 1 bank in the Philippines heralded a 33% increase in profit in compare to 2008. This increased is almost 13% return on equity.

Well we do not know what the meaning of equity is and how it relates to the education or to the teachers for more specific. One thing is sure, while the rest of the world experienced poor business performance last year and many local and foreign companies reduced their workforce, this bank earns profits.

Will Japan Accept their Responsibility to the World?

At the recent Copenhagen climate summit, Japanese negotiators were virtually invisible, at least as reported in the media. Japan is often described as playing a much smaller role in global affairs than one might expect of the world’s second largest economy. Yale University

In an American essay that I read yesterday, it was reported that for two decades the US government is courting the Japanese government to start participating more in international politics. Since Japan is the 2nd richest country in the world, then according to Americans, Japan should start sharing its technology, business strategies, political cultures and more to the world especially to the third world country.

United States believed that it is the duty of the well developed country to share its blessing to other countries that in need of help. I do not know if this is also the thinking of rich European countries but there are indications that these countries think the same with the Americans. One example is the willingness of the European countries to accept immigrants as part of their citizens. Many European countries are promoting student exchange to enhance cultural relationship and understanding among races.

These indicators are different from Japanese society. Until now, Japan do not allowed immigrants to become Japanese citizens and of course they are not allowed to vote. In one news that was released last year, A Filipino family was sent to Philippines because of over staying. Their child was born, educated in Japanese schools and bear Japanese culture sent together with her parents. The child does not even speaks local language and do not understand Filipino culture.

The American wanted Japanese government to do their American way so that it will have a mixture of culture and a mindset of Globalization rather than selfishness that might lead to racism. The American’s consider third world country as their burden but they still believed that it is the duty of rich country to help others. That is the mindset of Globalization and civilized world according to them. No question about that for me because it is logically and unquestionable. Since US thinks about it, it wanted Japan to do the same. US believed that through economy, Japan can influence the world too. It means sharing of responsibility and less burden to American economy.

On the hand, US and other countries still have worries if Japan started to influence the world through economic politics like the US does. It’s about Japan’s attitude of imperialism and its ability to create military forces that could threaten not only its neighbor but also its own allies. The worries are real because it has background. But if the Japanese government started to accept its responsibility not only to its neighbor but also to the whole world then we can guarantee that Japan will no longer think about colonizing other country.

European countries are rich because their share their resources with other society of different cultures. Americas and some of its neighbor are rich because they do share their resources too. Asia, particularly East Asia is less developed countries because it still united as EUROPE. There is one country that should take a lead for East Asia. No one can unite East Asian countries right now because everyone thinks that each country is equal and enjoys the national pride of their owned. The truth is, to be able to develop a sound economy in East Asia, technology and investment should flow freely. There is one common law in EAST ASIA that will be establish by the member states and being lead by no other than the richest country in EAST Asia which is JAPAN.

P 4,300 for DepED Teacher’s who will serve in 2010 May Election

The DepED teachers as well as other private school teachers who will serve the polls in the coming presidential, senatorial, gubernatorial etc election this May 2010  can expect a good compensation as much as P4,300 for their services.

The DepEd secretary and COMELEC Chairman signed a memorandum of agreement to for teacher’s compensation.

The secretary mentions that there is a need for the Government to fully compensate the teachers since they will assume the main responsibility in this political exercise. The compensation is part of the measures to ensure the teacher’s full accountability of their respective precinct.

The 2010 Election will be the first computerized national election in our country.
The boards of inspectors are expected to receive the amount of 3000. Transportation allowance for teachers for two days will is amounting to 500 pesos. Other tasks like verification, sealing, etc... will also have additional compensation that if total will  cost the government P 4300 for each teachers.

The principal and supervisors who will supervise various precincts will get P3000 while the school utility personnel will receive 1500 each. In the municipality, city and provincial levels will get P5000. In any incident which might resulted to injuries or death, the immediate relative of the teacher will receives P200,000.
