Revised Guidelines on the Allocation and Reclassification of School Head Positions

An advisory shall be issued by the NEAP on the details pertinent to the qualifying process which includes the written examination, basic training course for head teacher 1 required accredited training program, as indicated under Item VB 7 entitled Basic Policies on Reclassification of School Head Positions. The qualifying process and issuance of Certificate of School Head Positions. The qualifying process and issuance of Certificate of Eligibility to qualified applicants shall be done by the NEAP from January to June 30, 2012 which shall be the regular schedule, hence it shall be followed every year there after.
The NEAP will coordinate with the ROs regarding the following
1. Applicant for the test
2. Passes of the Test
3. Administration of each of these activities
4. Issuance of the Certificate of Eligibility
Request for allocation and reclassification of school head positions for CY 2012 onwards shall be received and processed by the ROs following the enclosed revised guidelines unless amended.

Narrative Essay Writing Competition on Calidad Humana

The embassy of Chile, in collaboration with the University of Asia and the Pacific and the University of Santo Tomas will conduct the nationwide Narrative Essay Writing Competition on Calidad Humana which extends from Sept 2011 to the deadline of entries on January 10, 2012. Calidad Humana is translated loosely as sense of humanity or strength of character".
The essay writing competition aims to highlight the Filipino peoples strength of character and sense of humanity manifested in extraordinary events or in their day to day life.

11TH ANNUAL CONVENTION OF THE PHILIPPINE ASSOCIATION OF EDUCATION SUPERVISORS (PAES), INC.
1. The ASSOCIATION OF EDUCATION SUPERVISORS (PAES), INC. will hold an 11th Annual Convention with the theme, "ES: The Caring Educators with a Mission for Learners' Excellence"
2. The Convention aims to:
- A. provide a venue for articulation between and among education
Supervisors on the K to 12 Program and other pressing issues;
- B. update them on the current Deped program and thrusts;
- C. equip them in the needed knowledge, skills and attitudes to be advocates, promoters, implementers, and monitors of the K to 12
Program;
- D. re-awaking their passion in achieving learners' excellence and;
- E. strengthen and sustain the strong bond of relationship among the PAES members.
3. The participants of this activity are the Education Supervisors (ES) I (division) and ES II (region) and division/regional subject coordinators. Their attendance including the members of the working committees shall be on official time only.
4. A registration fee of Four Thousand Eight Hundred Pesos (PhP4,800.00) shall be charged to all participant including the members of the working committees to cover the expenses for the three (3) days hotel accommodation, meals, honoraria of speakers, convention kits and other expenses relative to conduct of this convention.

5. The participants are expected to register and check in at the venue from 7:00-10:00 a.m. of Day 1, February 1, 2012. The first meal to be served is breakfast on the said date and the last meal shall be packed snacks on the last day February 3, 2012. DepEd Goal: To Fully Release Bonus Before Dec 25
Public the school teachers have began getting their Productivity Enhancement Incentive (PEI) as the Department of Education (DepEd) continues to monitor its regional offices national to ensure that teachers obtain theirs in time for the holiday season. The P10,000 PEI is typically referred to as the Christmas bonus.
“As quickly as we got authorization from the Department of Budget and Management, our releasing officers have commenced the handling of fund release. We had our implementing units, prepare the required papers so when the money are obtainable, we can fast track payment to our teachers and personnel” said Education Secretary Armin Luistro.
The education chief said that the office hopes to complete the release of the Christmas bonus to all teachers ahead of Christmas day if no major hitch comes up.
As of December 15, Regions 1, 2, and 7 announced that all teachers in their particular regions have acquired their bonuses. Bicol Region (Region 5) has paid 95% of its teachers while 90% of teachers in Metro Manila (NCR) have already received their bonuses.
Release of obligations to teachers are still on-going in Regions 3, 5, 6, 9, 10, Caraga, the Cordillera Administrative Region (CAR) and the National Capital Region (NCR).
Meanwhile Regions 4A, 4B, 8, 11, and 12 are processing the fund transfers and aim to pay teachers on Friday, December 16 or early next week. They received their cash allocations on Tuesday, December 13 while others received it the following day.
The DepEd in the Autonomous Region in Muslim Mindanao is independently monitoring the progress of their payments.

SCHOLARSHIP PROGRAM for Graduating Student of Region X
The Our Lady of Triumph Institute of Technology (OLTIT) offers its Scholarship Program to the high school graduating students from Region X and some parts of Region IX who are interested applicants to enroll in their Bachelor of Science in Hotel and Restaurant Management (BSHRM) course/program. Interested students will take the qualifying examinations in their schools.
The scholarship grant allows the successful student-applicants to avail of 100% tuition fee subsidy sponsored by the school and only the miscellaneous and laboratory fees are to be paid, plus incidental expenses once they enroll in said course.

Deed of Donations Must be Sign and Notarized Properly
The DepED through the Property Division, Administrative Service issues the enclosed Guidelines on the Proper Recording of all Donated Properties for the compliance of all concerned.
1. Duties and Responsibilities
The Donee or the office with the donated properties are donated will be provided by the donor of Deed of Donation which states all the agreements between the Donor and the Donee. This Deed of Donations must be properly signed and notarized.
A copy of the signed and notarized Deed of Donation shall be furnished to the Property Division Unit and Accounting Division for proper recording
Sounds accounting principles states that, donated assets shall be recorded at cost, when determinable at the time of donation, the exchange value, fair market value or appraised values of assets, when cost is not available.

MOOE Guidelines
From 2008-2010m, the pilot schools which became the lead schools implementing the special program in the arts were provided with an additional maintenance and other operating expenses budget in the amount of 500,000.
Fir School Year - 2011-2012, the recipients of the subsidyt of 500,000 per schools shall be the 17 expansion schools in the different regions listed in the enclosure. This is done to support the development of the additional schools offering SPA.
The subsidy shall be releases directly to the recipients scholls with fiscal autonomy or through the school division offices for schools without fiscal authonomy pursuant to the provision of the DepED - DBM joint circular no 2004-1.
The additional MOOE shall be used for the following subsidies and activities;
20% of the subsidy - Training of the teachers and administrator on relevant topics in the Arts
40% of the subsidy procurement of Art and Music supplies, costumes and instructional materials in the different art areas
20$ of the subsidy student development activities such as training workshop, participation in Deped approved art festivals and competitions
20% of the subsidy - participation of the teachers in the DepED sponsored scholarships, professional upgrading of the teachers including enrollment in the master degree program.

P1.32B Textbook Contracts of DepEd, Questioned
The deliveries consist of some 40 titles, both aged and new, these expected to be written by summer. When college year 2012-13 rolls around, every public school child will have his or her own textbook in all the core subjects except in senior high school Filipino where absolutely no books were purchased by the DepEd.
But civil society watchdogs as well as a number of former and present education officials say about half the books, or just over $ 30 million copies valued at P1.317 million, were procured through direct contracting, a mode they said breaks Republic Act No. 9184 or the Government Procurement Change Act. The law sets competitive or open public bidding as the guideline for all state procurements and allows direct getting only in “highly outstanding cases.”
The dealings involve seven marketers of 18 old titles that have been in use in public schools for almost a decade. And it was Education Secretary Armin Luistro that decided in late April to buy the books through direct getting. That early, the DepEd’s own Procurement Service reminded the Bids and Awards Committee (BAC) of the breach through a memo.

Elementary Science Schools Obtain Teaching Improvement Subsidy
Of the country’s 200 SSES, 103 schools will receive the subsidy. The rest will get their own financial support from the Special Education fund.
Education Secretary Armin Luistro said the subsidy will mainly go to the enhancement of the capacity for science teachers which is a critical input in generating high-caliber science students.
“ It is important that we invest in the enrichment of our teachers’ mentoring skills specially in the field of sciences because it will have a bearing on the type of science oriented graduates we produce,” said Luistro.
Based on DepEd Memo no. 88, 40% of the allotment will go to the enhancement of the capability of instructors and school heads via their engagement in conferences, trainings, seminars and engagement training in science-oriented schools. However, 25% will go to the development of pupil actions such as investigatory projects, leadership classes, workshops, academic visits and participation in science connected activities.
