The competition aim to promote awareness and appreciation for the Philippines Local and national cultural icons.

The list of the 17 Regional Coordinators for MAPEH/SPA with their email address are cotained in the enclosure.

The NCCA will be in charge of the program, judges and prizes of pupils students and teachers for the Regional Competitions, the Luzon, Visayas and Mindanao Competitions and the National Competion . THe National Competition will be held in Malolos Bulacan on Dec 7, 2013.

Transportation board and lodging of participants and coaches shall be charged to local funds subject to th usual accounting and auditing rules and regulations.

Moratorium on the Procurement of Supplementary Readings, Reference and other Instructional Materials.

The DepED has on-going review of policies and guidelines relative to the procurement or provision of supplementary reading, reference, and instructional materials, including multimedia and computer software packages which are referred to as instructional materials for delivery to public schools.

The review aims to ascertain that policies and guidelines related to the procurement of IM are sufficient to ensure that

a. The IM are the most appropriate for the needs of intended users.
b. The prices of these IMs are reasonable that allow the government to optimize the use of limited public funds.
c. Transactions and produce activities related to IMs are conducted in the most ethical and transparent manner.

In this connection, pending completion of this review, there shall be a moratorium on the procurement of IMs until this issuance is rescinded or revoked. The moratorium includes projects or programs such as but not limited to School based management, preschool education for all children, Every child a reader program, enhancement of English, Science and Math instructions, Special programs, Sports, Regional Science High Schools, Engineering and Science Education Program, Multigrade program, Mother Tongue - Based Multilingual Education, Gender and Development Program. Notwithstanding separate guidelines that may have authorized the  procurement of IMs using these program or funds, this authority is hereby suspended during the effectively of this order.

Furthermore, all DepEd officials are enjoined not to recommend or endorse the purchase of IMs using non DepeD fund sources such as Special Education Fund, PDAF and others.

Swiss Gov’t offers scholarships to Filipino Educators and Medical Professionals

The Swiss Government is offering a scholarship grant to Filipinos taking a doctorate degree or medical doctors who would like to undertake specialization in preferred Swiss universities.

Education Secretary Br. Armin Luistro FSC took the invitation which he disseminated to Department of Education (DepEd) personnel and to the academic community. “We want this offer, which is included in the continuing promotion of understanding and relationship between our nation and the Swiss Confederation,” he said.

The due date for application for scholarship for Academic Year 2014 - 2015 is on November 15, 2013.

The offer is a research scholarship for citizens taking up PhD in their state and wishing to execute a 12-month research with a mentor in a Swiss school. It is also intended for medical doctors completing specialization. Also available is a PhD for students wishing to move through a PhD program in one of the Swiss universities for a maximum of 36 months.

There is also a grant for post-doctoral scholarship for researchers possessing a PhD who wants to conduct a post-doctoral research in Swiss universities for 12 months.

5th CINE PAMBATA VIDEO FESTIVAL

The National Council for Children’s Television (NCCT) and the SM Cinemas, will conduct the Fifth CinePambata Video Festival on October 26, 2013 at 8:00 a.m. at the SM Megamall, Mandaluyong City. It is a one-day showcase of videos made for, by, and about children.

Enhanced Basic Education Act of 2013

Implementing Rules and Regulations of Republic Act no 10533 otherwise known as the Enhanced Basic Education Act of 2013

1. For the information and guidance of all concerned, enclosed is a copy of the Implementing Rules and Regulation of Republic Act no 10533, entitled An Act Enhancing the Philippines Basic Education System by Strengthening its Curriculum and Increasing the Number of Years for Basic Education, Approaching Funds Therefor and for other purposes.

2. Pursuant to Section 41 of this IRR, this Order shall take effect 15 days after its publicatio in the offcial gazette or in 2 newspapers of general circulation. As such, the IRR will take effect on Sept 24, 2013 since it was publised on Sept 9, 2013 in newspaper, the Manila Times and Business Mirror.

3. All orders, Memoranda and other related issuances inconsistent witht he contents of this DepED Order are deemed amended accordingly upon its effetivity.

4. Immediate dissemination of and strict compliance with this order is directed.
