I will give instructions hot make blog. This is the basic steps.
1. Go to http://mail.google.com. Create your new email account under google. Blogger is google company. This is the accepted email they are using in contacting blogger. Just follow the instructions on how to make email. If you have difficulty, pls do tell so i can help you more in details.
2. Once you have google id, go to http://www.blogger.com and click the button create your blog now. Follow the instructions there or let me now if you need detailed assistance.
