DepEd Directors, Superintendents, Supervisors, Principals, Head Teachers
1. The DepEd thought the national Educators Academy of the Philippines (NEAT) shall administer simultaneously the 2009 National Qualifying Examination for Principals on May 17, 2009.
2. The following are school leadership experience dimensions;
a. leadership
b. instructional leadership
c. creating a leaning climate
d. professional human resource development
e parent involvement and building communities
f. school management and interpersonal sensitivity
g. English language proficiency and
h. reading comprehension
Qualification:
1. MT 1 for at least 2 years
2. MT 2 for at least 1 year
3. TIC for a least 2 years
4. T3 for at least 3 years
5. T2 for at least 4 years
6. T1 for at least 5 years
3. Deadline for filing the application form in respective divisionis April 30 2009. All application should be filed in the same division office. There is no extension of deadline.
4. The registration fee is P850 to defray various costs associated with the conduct of examination.It will be collected by regional testing center.

I think the minimum requirement is T3. You should work out now to get your T2 or T3.

There was a regional memo amending that aspirants must have an experience of at least 5 years as Teacher 3, head teacher, teacher in-charge or master teacher. That memo was released April 14.

Thank you very much for responding my problem about the misplacement of my principals exam result.If it is a clerical error I think the result is also a clerical error.So there is no validity in my principals exam result last year.And I think if it is an exam result it should be valid.I was discourage for the result of my exam for that matter.

I am a teacher from Davao city serving as an elementary school teacher for 11 yrs.
I just want to inquire what are the qualification to take the principal test.as I read in all the dep.Ed memos since I am planning to take the exam for me I am very much qualified when I am still a teacher 1 for 5 years my superior( district level) did not recommend or shall we say did not allow me to take the exam coz i,m still teacher and did not finished my masters.Then I was promoted to teacher 2 and has served for 4 years , again I was not listed in the list for teachers who will qualify for the reasons that again I am only a teacher 2, yet I already finished my masters degree because I dont have any experience of being a school incharge but where infact I am the one doing all the duties of our principal, doing all the reports, I do it because I understand that my principal is old enough to do such duties but I was not given a credit for just because my principal is not "gifted" to recommend any of us. even with our applicants she was always overpowered by our "district assisstants" not by our district supervisor ,.I know the fact that our guidelines is already principal empowerment.Now I was promoted last march for teacher3 and again I was not able again to be included in the list because I was promoted because some principal and supervisor from other district found my capacity to be a leader and can handle the school as any principal in our district can.
I do hope that you can send me a e note an application form that I can fill in that I can show to my supervisor so that I can still take the exam.this coming may.
I know that in our division office can allow me to take the exam because our div.superintendent know me.but she is just following of what they have agreed with the principal and administrators that they are the one to recommend the examinees.

Recently, I read a memo of NEAP sponsoring the Basic Course on School Based-Management, and the recipient are the Qualifiers of the 2008 Qualifying Exam, is there also a schedule for the first batch to attend the basic course?

i'm interested to take the qualifying examination for principals but our division office said that there is a regional memorandum that teacher 1 and 2 is not included to take the test. it only teacher 3 MT 1 and 2 are the qualified for the said test.

To Whom It May Concern,
I passed the principal's examination, submitted pertinent papers for ranking and reported to the division office for interview but all went for naught. What was strange was that when I followed up the result I was told that I was dropped from the list of qualified applicants because the exam that I took was not anymore valid. However, when I went over the documents that I had, I discovered that there was a memo issued by the division honoring the result of the examination. To add more salt to injury, I was not informed of the ranking.
As school year 2009 classes started my companions from that interview got their appointment as principal 1 and I didn't.
I believe that I satisfied the requirements for principal 1 position. What happened to me was not only bad joke but failure of the system to check and counter check that ranking process.
And,to prove that I am qualified for the position, I took again the principal examination which was conducted last May 17.
I still believe that the Department of Education whom my grandmother, father and mother served is fair and honest.
I did not get the principal 1 position but if I pass the recent examination that would be my vindication.

This just goes to say that the system believes that not all who head a department or an area in a school are qualified for the position. Politics sometimes plays a big role. Thus, to avoid such, qualifying exams like this put every aspirant on equal footing. This is the essence of democracy. I myself passed the first qualifying exam given by NCR in 2004. However, I choose not to apply as a principal nor demand for my right to be promoted as one. I am just happy that I passed the exam. That is my choice. So everyone should be given a chance. Teacher 1, 2, or 3, HT1, MT1, it doesn't matter. They all have dreams and no one should stop them from taking the initial step to achieving it

i belong to the non-teaching staff of a certain national high school and been 18 years in the govt service as public health nurse(school nurse)...may i then suggest that only those head and master teachers must the only ones qualified to take the principal's exam. Their job description/s dictate/s an edge in supervisory work in the school. What becomes an school if it is being managed by a teacher I, II or III promoted to principal by merely passing the said EXAM?

On the other hand, not everyone who took the exam and passed get promoted as principal. Why so?! Simply because the initial requirement of qualifying exam and exam result may be satisfactory but lacking in other skills as manifested in post-exam trainings and interview results.
Hence, don't be hasty in concluding that the exam is biased just because you failed the test. If you are a head teacher and exam passer and are competing with another bright new comer who doesn't have much experience, don't get too worked out. You already have an edge to play come interview time and in the submission of paper.
For the information of those who are planning to take the exam,know this: the exam is not how good you are in teaching or how many awards you have, or even how good you are at school when you were still in bachelor/graduate program. Its about what you know in terms of administrative processes and procedures, its about what decisions you are likely to make once you are already there in the seat as a principal. It's not even about IQ, although its a big factor. Its about you! How in "heaven" are they measuring that? They are doing a predictive factor just like what everyone one of us took in college entrance examination, in civil service examination, in LET examination, in the examination we took when we applied as teachers in our own divisions. These exam are not 100% accurate in their predictive validity since every person is dynamic, but they are nevertheless good measures. For the sake of the argument of why there should be exam, consider this: if you truly can, you will pass. If not, why bother? Not all people can be presidents, even if all have the right to apply for candidacy, even if all may qualify (forgive my exaggeration,just follow the analogy).
For those who are saying "the exam sucks!", well, ask yourself this: would you say the same if you were on the opposite end? Eventually, it will only show the quality of your judgment and the type of judgment calls you are making and soon will make.

That was great explanation for all passers and non-passers! I salute you . For those who did not make it, don't you think it's about time to sit for a while and knock your head once or twice and drop your non-sense ego in a corner? Please do not put the blames to those teachers who passed because you were in their positions sometime. Teaching experience is also managing and leading. They used their experience as good example of leadership and management that's why they passed. If you are already handling a school, look back! You must have been left a worthwhile experience which you did not mind when you were a teacher!!! Be happy. Put your heart in the service and not in your head. GOD bless!!!

I was just consumed with passion and indignation while reading some of the comments here when i wrote that one. that's why if you notice, there are some errors in my grammar. nevertheless, i'm not angry. there is so much to do in our school, in our class and in ourselves, that to bunk on exasperation, ranting endlessly why it wasn't you instead of them, would cause you to forget your first calling: to teach; makes you neglect your first cause: the children; makes you abandon the person who is there to make a difference: yourself.
most of us, if not all, dream to become administrators someday. For some, it would be realized, for most, it remains a wish in a lifetime. Doing our best in the service right now is something we can do while waiting for our time. Let us not waste time wallowing in defeat, bitterness and cynicism. If that is all we have, then, that's all we can give to the children sitting before us daily. Surely, there is so much more positive to give: trust in yourself, anchor it to your faith in God who believes in you; be an advocate of hope- there is more to life than negativism; love the children entrusted to you, even the difficult ones (without them, you wont have your job), because once, we were children wanting the same.
Since the passers in NEAP is only 10% of the total 100%, I believed there are missing 15% passers that the Govt did not include which could be due to budget reason.

I passed the 2008 Qualifying Examination for Principals given last October 25, 2008 at Zamboanga City. I am a T-3 heading a complete Elementary School. Our Division did not include me in the ranking for Principals but instead I was advised to join the ranking for ESHT 3 for I should have to pass ESHT position before be given a principal position. My question is, what is the purpose of taking the examination if you passed then not be given priority? I believed that when I took the test I qualified with the qualification stated.
Iam a head teacher in Cavite Province. I took division Principalship qualifying examination last february 2009. I failed the test! after a month 1 saw a parallel test that is almost the same what is given in the actual exam. how can I passed the test if some who also took a test have such kind of parallel/ reviewer. i hope that next division exam will be fair and just.

Thanks to the minds that created the qualifying exam for principalship for 2 years now,because this is a great help for those teachers who are really striving but not given a chance to be promoted as principal because of some obvious reasons accompanying our system at least they are given a fair chance now.For those who are opposing to this, just take the exam and it will speak for itself who are truly qualified for the position. Thanks.......

As stipulated in the memo, the 2010 National Qualifying Examination for Principals was scheduled, March 20, 2010. We arrived at San Francisco High School, (the Testing Place in the NCR) about an hour earlier before the scheduled test of 8:30am to 12:00pm. The guard told as to go to the SB Building. We've waited for the test but nobody was there to administer. We went home after knowing it was rescheduled on April 25, 2010. Is there a memo for this? It did not reach us.

Thanks for the postponement of the 2010 NQEP, for giving us more time to review and prepare ourselves for that day, i hope for the third time it will be materialized because i hope we're much prepared now and hope all of us will pass that exam even if the passing grade is 90%.OMG.

This is just an inquiry about the NEAP Principalship Examination. It was very clear in the memorandum for the qualifications to take the Principalship examination that the Teacher 1 for at least 5 years is qualified to take the examination, but in NEAP Exam Last 2008 in Region 9 there were many teachers 1 with less than 5 years were able to take the examination and some were able to pass the exam because only 57% passing rate that time in Region 9.
But during NEAP 2009 it was raised to 90% passing rate where I got 79.84% during that time higher compared to a passer in 2008 who want to replace my post.
I am the TIC of a high school annex for more than 3 years with teacher 1 position and to be replaced by the teacher 1 with only 2 years in service without any experience in running the school but he is a NEAP passer last 2008
When this annex school was established last SY 2002 - 2003 I was the part of the establishment as a volunteer teacher at the same time trusted as OIC for 3 years, and when I was given a regular permanent teacher – 1 item, I was given a chance by our Superintendent as TIC - Teacher In Charge of the school for more than 3 years now, we started classes in the barangay hall and a makeshift building, now with my efforts with strong support of our stake holders (Barangay, LGU, PTCA/PTA, etc.) we have now 4 buildings with 9 classrooms catering the increasing 306 students population. I am managing the school religiously and satisfactorily but, into my dismay I was called by our ASDS here in the Division of Zamboanga del Sur during our DEXCOM conference last November 19, 2009 that I will be replacing by her son-in-law a NEAP passer but technically he is not qualified to take the NEAP Principalship Exam as mandated by the DepED Memorandum no.97, s. 2009, DepED Orders # 42, s. 2007 dated July 4, 2007 and # 85, s. 2003 dated November 27, 2003.
The barangay officials and the PTA of the school are strongly protesting the planned arrangement to change management of the school for so many valid reasons;
I am also seeking justice and answer. Please help me.

Am a head teacher for 6 six yrs but failed to pass the exam 4 principal. The scheduled exam for 2010 was not realized we already paid for it last august,2010 but until now we r still waiting......i think it is not necessary to take the exam for we r already managing a school for so many yrs.Our experiences as school administrator enough to qualify us for principal position because our work same to principal walang pinagkaiba. Mas marami p nga ang number of teachers ng ibang head teachers kysa newly promoted principal na kaunti lng ang number of teachers coz of clustering...minsan naisip ko parang unfair nman po sa amin mas binibigyan ng prioity ang t-3 or master teacher for principal position dahil sila ay nakapasa sa exam.....feeling ko na deprive din kami n mga head teacher in terms of promotion.....sana gawin na lng n points ang neap exam passers not a requirement for all head teachers who are 5 yrs and above in the service.Sana mabigyan nman ito ng pansin ng ating secretary of education.On the other side kung mayron ng exam ang principal dpt sana po ang Master teacher myron sila ng exam to qualify as master teacher pra fair ang laban.....
hi gud evening to all readers of this...... mas mabuti din ang mayron ng ganitong discussion at least nakapag open kami ng openion at sana with this openion it serves as an eye opener to the higher authority who r responsible for promotion as principal.... kung mayron ng exam ang principal sana ang Master teacher myron din tama po kayo sa inyong openion.........mabuhay po kayo.....magandang proposal ito....
hi ..... to all head teachers kaya cguro hindi tayo nakapasa ng neap principal exam its bcz marami tayong mga paper works to do halos wala na tayong time for reading books etc...kaya sana maawa naman ang new secretary of education na ang maging requirements for principal position not the neap exam but our experiences in managing school and being a good leader for how many yrs.
thank u po kung sino man po nakaisip na bigyan na ng exam ang mga aspiring principals ngayon kasi po para naman po mabigyan po lahat ng pantay na pagkakataon ang mga gustong mag-apply at para po mabawasan ang palakasan system at kamag-anak system sa deped, d nmn po maipagkakaila na may ibang district na kung sino ang malakas sa supervisor at malalapit sa mga principals ang siya lamang pong napopromote at kung sino lang pong may kilala sa mataas at may kamag-anak sa loob ang kalimitang nabibigyan ng prioridad, d nmn po sa nagseself-pity po ako dahil ako'y pangkaraniwang taong walang kamag-anak at walang kilalang mataas na tao pero ginagawa ko naman po ang mga paraan para mapagbuti ko ang aking trabaho at maipanalo ko sa mga quiz bee at kahit anumang contest ginagawa ko ang best ko pero still d k p rn mabigyan pansin dahil sa dami po ng kamag-anak na d nman po kagalingan at katalinuhan, mapapel lang po ang kinakalabasan sa pagpipilit na makaeksena sa mga seminars at demo teaching para kung mapromote d halatang naluto na sa loob, you know what i mean,so salamat po sa bagong policy ng deped .keep up d good work para sa tunay na pagbabago. more power po and god bless po....

at long last,after almost a year of waiting the 2010 NQEP, it was over now, just standing and waiting for the result. good luck to all who also took that exam,somewhat easy but confusing.good test materials,congrats to neap.

what happen to our department today with regards to neap its seems that this creation is somewhat money making wherein thousands of aspirants aspiring to be come an administrator but take a look have you notice that in a year they make it two qualifying examination for principalship what a rediculous observation out of it please,dont make this one as a buseness we need reform it will start from the higher up not the teacher on the feld digging everything for our pupils success....
i hope the neap will also make a creation of those teacher or master teacher to take the AMT as far as i know those principal only can take the AMT. can you give some chances.....

In my own this qualifying exam is a failure. My teacher I na nakapasa sa exam. wait siya ng 2years bago bago nakuha P1 nya dahil inasikaso muna papers maging T2,T3, H1 then PI.Ngayon prinicpal namin siya.Magaling po siya sa pagkurapng pera ng Deped at kontra cya sa ilang programa ng Deped tulad ng saturday classes dahil para daw sa pamilya and sabado at linggo. Kontra rin siya sa pagsali ng mga contest contest dahil wala pambayad ng registration. siya ang kumukha bayad ng mga pupils namin na 35 pesos para sa ID. . Ngunit sa katotohanan ay 22 pesos pala and dapat na bayaran ng isa pupils namin. sa kanya po lahat 13pesos multiply it by 350pupils. nauuto niya mga deped acountant dahil naniniwala sila sa mga resibo ng mga purchase materials for some project of the school where in reality naiuuwi niya ang maraming bahagi ng project. Tulad ng coupon bond, floor wax, pintor, kahoy at iba pa. marami pa po na palpak na pamamaraan ng management niya. Pero bakit siya nakapasa ganito pala style niya. Kurap po siya ngunit di naman nakikita ng PSDS,SDS at mga mataas na opisyal ng deped.

gusto ko sna magtnong kung bakit me mga schools na 80% ng mga techers are not LET passers? i know one that doesn't give quality eucation bec they dn't have quality teahers so to speak. ang hihina ng mga teachers doon at kawawa mga students. i have been a student teacher there and i promiaed to myself that i will do something if i am out. there are a lot of enrolees and i think they deserve more than what they are paying for.

For those who are aspiring to become school heads or principal they need more time for reading and reliable reviewer such as: module on leadership, Deped books of rule and vital laws on Philippine Education, Principal Handbook, Questions and Answer on Basic Education by former deped undersecretary Franklin Sunga, etc..without these it is very difficult for them to passed the qualifying exam for Principal.
