The examination shall serve as mechanism for selecting competent school heads in the public basic education sector who will be able to perform their functions as schools heads upon assumption to duty.
This will cover the following school leadership experience dimensions:
a. School Leadership
b. Instructional Leadership
c. Creating a Learning Climate
d. Professional Human Resource and Professional Development
e. Parent Involvement and Community Partnership
f. School Management and Daily Operations
g. Personal Integrity and Interpersonal Effectiveness
h. English Language Proficiency
i. Reading Comprehension.
The time allocation for the entire examination is 3 hours and 30 minutes comprised of 170 items.
Consistent with DepEd Memorandum no 140 s 20096 dated 4-2-09, the aspirants must have an experience of at least 5 years in the aggregate as Head Teacher, Teacher in Charge, Master Teacher and Teacher III.
The deadline for filing the application form at the respective division offices shall be on or before Feb 26, 2010. All division shall submit the list of applicants to the NEAP through the regional office on or before March 4, 2010.

My co-teacher is a Mla teachers' scholar since 2007. She was rated S in her performance last 2006 - 2007; VS 2007-08 and S again for 2008-09. When someone from DepEd Manila asked about her S performance she replied that its only a typo error. I am aware (or mislead?)that we have to be rated VS for 3 consecutive years before the year you plan to enrol to be able to secure a study permit. In my case, when i intend to secure a study permit to be signed by my principal(last 2006) she told me that she has to see my performance first before signing. Nevertheless, i pushed with my plan to take my M.A. and finish 24 units. My problem is..is there any possibility that my 24 units be credited? When I talked to the college registrar when i took my units; she told me that i have to secure a study permit first.Only then that they will include my 24 MA units in my TOR. COnfusion? or I will ask Division Office of Manila to make a letter addressed to the college registrar asking for my units to be included in my TOR. But how come my co-teacher easily secured a study permit even with an S performance and I am not? Is it possible that i can ask for a letter from the Div. Office? If i enrol this summer and successfully secure a permit...will they include my 24 units in my TOR even if it doesnt have a permit? or mababalewala lang? Can i protest or complain on the case of my co teacher who declared misleading information regarding her performance rating? Thank you so much and love to hear from you soon !!!

We support our DepED Secretary for the different programs and projects that he is implementing for the benefit of the out of school youth particularly the PROJECT CLEEP or the Soap Making Project which was launched in Region III-Tarlac City last year. The goal of the Honorable Secretary is unremarkable and we commend him for a job well done. However, the project CLEEP or the soap making project in Tarlac City will become successful if the budget for this project will be tapped for the purpose where it is intended to be used. We believe that the budget for the soap making project in Tarlac City last school year was not properly utilized as indicated by the 198000 Php unliquidated funds of the Tarlac City Division ALS Coordinator. May we request the Region III ALS Supervisor and the Regional Director to please check the 198000 Php funds allocated for the soap making project which is unliquidated until this time. WE HOPE THAT THIS REQUEST WILL BE GIVEN UTMOST PRIORITY. Mabuhay!

they shouldnt changed the criteria in taking the exams for principal because a lot of young teachers are very competent and aggressive to become a school manager for this one your just only giving priority to the old one

As stipulated in the memo, the 2010 National Qualifying Examination for Principals was scheduled, March 20, 2010. We arrived at San Francisco High School, (the Testing Place in the NCR) about an hour earlier before the scheduled test of 8:30am to 12:00pm. The guard told as to go to the SB Building. We've waited for the test but nobody was there to administer. We went home after knowing it was rescheduled on April 24/25, 2010. Is there a memo for this? It did not reach us.

im happy about the latest criteria on teacher's promotion.. however, what i am not happy about is that rampant buying for a masteral degree or for a Complete Academic Requirement. it's not so fair for teachers who study and earnestly attend saturday classes to finish a degree... why does DepEd permit this to happen? with all thhis buyig for a degree, would you think this has an effect with the quality of education teachers give.. oh, why do some teachers buy for a masteral Degree?

Sa City of San Fernando, Pampanga bakit hindi po ginagamit ang localization law sa mga Local School Board (LSB)nila, kawawa naman ang mga applicant na napunta sa ibang lugar na malayo sa kanila, sa pamasahe palang kulang na, tapos iyong iba naman hindi nabigyan ng opportunidad na magturo dahil may mataas sa ranking daw sa kanila,iyong iba naman sinuwerte dahil mataas ang rate dahil iyong computation nila mali, bakit hindi tiningnan mabuti ng mga pumirma amg RQA paki-check naman sa mabasa ito ng mga taga Division Office ng City of San Fernando, Pampanga....huwag nilang sabihin sa applicant na tatawagan nila pag nangailangan ang school kung saan sila nag apply, gayong hindi naman ito tinupad ng ibang namamahala....mga malalapit pa rin sa principal ang mga ni request nila....GUMISING NAMAN SANA ANG MGA NAMAMAHALA NATIN, kawawa naman ang mga guro na hindi nabigyan ng oppurtunidad gayong sa kanila naman iyon,,,,kahit LSB dapat sumunod pa rin sa RULES ng Localization Law, hindi ba alam ng namamahala iyan...anong rules ang ina-awakan ng mga ito, kung pataasan ng Ranking ang sabi nila bat hindi nila tinupad bakit may mga nakalusot pa....ano ba ang GINAGAWA ng mga namamahala, paki tingnan naman po.....

I as a student of kaytitinga national high school came from a private school too on elementary but i am capable of learning on our school it is not fair to judge the school just like that,.. who was it that said to the whole officials of DepEd that our school is not that good,. maybe the problem is on the child,.. not the school's anymore,.. attitude, grades and extra curricular are computed for the grades, I'm just a student who is willing to protect the name of our school..

about your problem in san fernando pampanga, i suggest you try calling in the attention of the division superintendent or the regional director.
the violation is not just perpetrated in pampanga. it happens to other regions too. upon filing your complaint, it will be dully acknowledged in 15 days (presumably by our legal system), and hopefully will get the attention of the higher ups
to III-Industrious, thanks for coming in aid on behalf of your school. its just unfair when someone attacks your school just so to get back on someone/something. If it's about one teacher, then it has to be addressed properly, beside, any parent could file a complaint against a teacher in terms of conduct and other work related things, but to make a sweeping statement is just unfair for the whole school community. more power to students like you :)
about ERF, are you even sure that your paper is being processed? i dont think so. next time you submit, xerox your copy and have one set of copy be signed "received" with the date and signature of the receiving officer. Just so you know, you can use this to file a case for negligence of duty against the person or anyone liable for that matter. many teachers are not given due because their papers are just sleeping somewhere, worse, tossed in the bin because you did not give anything. According to law, all papers should be acted upon in 15 days, if not, at least an acknowledgement receipt should be in order. dont give up, file your papers once more.
on the other hand, if there are no vacant positions/item for the position yet, or in an instance that there are too many applicants with higher qualifications than you, definitely they would get the item first before you do.
buying of diploma: although mnost of us here bloggers are in the deped, our deped office will rarely scrutinize the validity of our papers (or should i say reliability). Dont lose heart, these eggheads buying diploma are just what they are: eggheads :)) unfortunately, we might be speaking of our boss already :) and that is a grave offense under the URACCS with stern punishment even leading to dismissal from the service in repeated offense.
an honestly earned degree is still the best. it is something you can be proud of.
And oh, its not the deped, but the ched who is supposed to regulate these things.
sir/madame: we dont have to be doctors to be principals. ang nakakatuwa, ang dami ko nakasabay na mga doctor, master teachers and head teachers for many years but did not pass. I wonder why? In their defense, ang dami rin talaga maitutulong na mahabang pagaaral at mahabang pagsisilbi bilang head teacher o master teacher sa pagkuha ng qualifying exam for principals. Most of the questions therein are questions only a deped bookworm or a veteran school head/master teacher could answer with utmost confidence.

MA graduate>>> the problem with us is that we keep on harping our degrees for positions when we cant even prove our qualification. MA degreee will automatically promote a teacher in teacher III position (of course you must first apply ERF on your part). this is the acknowledgment of the institution for your diligence and hardwork. for other things, there are other qualifications. kaya nga kahit wala ka pa 20 years of teaching, pwede ka na ma promote agad. Imagine mo kapalit: decades pag di ka nagaral and deped will get you by easily with just your MA earned in few years?
my uncle was a UP graduate and MA professor who taught MA in our local community. He had no money for further education because he had 4 children in college. Those who were just copying in his class became his superiors eventually...still eggheads though, eggheads with a humongous pride that in their ignorance, fail to notice.

antipolo nepotism... di na po bago ito. it happens even in tarlac. sayang nga at di nagyari sa ate ko nun principal pa ang tatay ko kasi rank 2 ang ate ko sa division. nung lumabas sa district level, rank 5 na lang ate ko, sa district level pa. nung naghire, pasok na rank 8, ate ko di pa. mas malakas kasi ang "monitism" dun, yung tipong, get back at 3.. ang ibig sabihin ay 3 months salary ang payment ng appointment as substitute.

just a comment on hiring of tic and the one who will take the qep, why did they allow not qualified applicants for tic but for the qep they are very strict about the qualifications, just asking why, just confused about the system.

we have been waiting for the re-schedule of the qualifying exam since it was postponed, we waited for memo & further announcement about it, we keep on asking the in-charge on it in our division yet she can't give any updates, so unfair for us if it was held last Sept. 19, our division admin officer did not inform us about it.....just for clarification, what was the examination held last Sunday?what will happen to those who were not informed about it?not our fault, but we were the one suffering....850 pesos means a lot for teachers like us...

To be a good school manager is to start as Head Teacher...I firmly believe that all teachers who wish to become school heads must perform their duty to manage first a small school before they will handle a principal position...This will enable the whole department to produce quality managers in our system..Now if Head Teachers have produced top achievements in a school for only two years and have proven her/his worth better than that of a principal, should He/She must be recommended by the Schools District Supervisor to be promoted as principal without taking the examination? We are still hoping that District Supervisors will be given honors to recognize their power if only they have the Power in recommending Best Performing Head Teachers because they are the one who really knows WHO AMONG HER SCHOOL HEADS WORKS BEST...This, may become the HOPE of some of the Head Teachers to be promoted without waiting for the Qualifying Exam which the Department didn't do nothing yet to push through the examination..Why not our superiors inform us about it..They too, cannot do anything..For we already paid 850.00 for that since February 2010. I am one of those teachers, head teachers and master teachers who are waiting to try our best to pass the Qualifying Examination for Principal however, even though I pay the examination fee of P850.00 here in Division of Bukidnon but sad to say the schedule was not announce to the schools........ they just announce it in 11th hour already....
I think there is something fishy on this matter....
Maybe they want only there close teachers to take the examination..
Therefore, to make this website more functional may these sentiments of ours maybe heard by the concern persons in our department....
For me how can we build quality education, if our very own superiors deprived us in such personnel development such as of this qualifying exam for principals....

i do agree that the performance should be the basis in getting/promoting the true principal... many passers there that can't handle the school well.. they are just good in written exam... memorization but in dealing with teachers, bringing schools they are very poor.. leakages in exam are rampant as long as you have 10,000... ayos na... imagine you can get 99.99% score? are that genuis?
my co teacher was promoted last no. 2010. there is an item for master teacher and the due date is on feb 10.. others are questioning her becoz of the no. of monts of her promotion... she is the only demonstration teacher in the school therefore he is the only qualified for MT1. is there any guidelines that she will can not get the item because of the no of months? what is true about this guidelines...

I am a teacher -I in Mathematics and we had a ranking today, february 28, 2011. I am applying for a position of master teacher 1 and fortunately, I became the rank no. 1. I also won the interview and the english proficiency test. But to my disappointment, they used the rule in NEXT IN RANK....which they choose the other applicant whose position is teacher 3. Is that fair?I thought, ranking today is performance based...would you like to help me accept the truth on their basis or can i ask something that will help me win back which is due for me...thanks and God bless

They said i must accept the fate that my position as a master teacher wont come true anymore because I cant reverse their decision anymore. Anyway, I'll try the head teacher position this month but honestly speaking, I am frustated by the result. HOw can I go on if such rules exist?is it my fault that I am to young but i have a superior qualifications?I believe everybody deserves fair treatment, it doesnt matter whether you are teacher 1, 2 or 3, what matter is you are performing well and your papers will speak for you......sad but true...they dont used it.....

Sa school namin po 7 kming teachers including d OIC, nag apply ng re-class for HT ang OIC namin ngunit bumalik papers nya, ang sagot sa regional office lacks 1 teacher daw. Pero bkt po sa ibang school ay 5 lang silang permanent ngunit nakuha naman ng OIC nila ung HT position? Paano kaya un? Thanx... waiting for ur answers...

I am a 2008 qualifying principal passer, master teacher 2 and at present Teacher - incharge of small school. I am worried when will I become a principal ?
Please lower the PR of NQEP to 85% kc new naman ang contents para lahat masaya.
The exam was quite easy to look at first and the choices were all possible answers, the hardest part was how to choose the best answer. If you really don't know the answer, you will just guess and assume it was the right answer so you may say its easy but actually its very hard pala because very few passed the NQEP.
I am humbly asking for the latest Criteria in taking the Principal Exam. I believe the 2009 Criteria is superseded by the latest one, I just find it too hard to having the latest, been searching the net but so unfortunate.

Hi to all...its my first time to comment on a blog regarding our profession..I just want to air mysentiments regarding promotion... i know teachers who are already promoted to higher positions which I think they don't quite deserve..why? they are only making their own documents, borrowing certificates from their colleagues.... how about those who are already old in the profession but still T-1 .. don't they have the right to be promoted? why do our superiors promote those who just have fake credentials.. maybe that's the life of a teacher here in the philippines.. if you don't know anyone from a higher position.. you'll stuck to T-1./ but if you have a backer.. well.. well.. well.. say hi to Master Teacher position.. i don't feel like doing this but then.. i thought that it's unfair on my part that my co teachers are promoted without MA units.. while I'm almost done with mine... so for those who are guilty of this... please.. do give justice to our old teachers who deserve to be promoted..

This illegal activity demoralizes the teachers who are enrolled to accredited schools for Master's degree but were left behind in the promotion due to the number of units before they may qualify to graduate as compared to those who pay in exchange of instant certification from the CHED reg 12 for a short period of time. regarding your misery about a school head in an integrated school who came from the elementary, you are being UNFAIR and JUDGMENTAL. are you aware that the NQESH for elementary and high school is the same? and that the reports being submitted by both levels are the same? kung hindi kayang imanage ng elementary school head ang high school, di sana pinaghiwalay na ang exam para sa dalawa.

GODFATHERS OF LEECHES IN DEPED
A new breed of leeches hiding in DepEd uniform can hardly be exterminated because they have super powers to transform themselves into harmless and pitiful creatures whenever they are detected. These extraordinary powers are coming from their Godfathers.
Their Godfathers inspire them to suck the Department in different ways. There are two Godfathers who are very busy wandering around - searching for schools, elementary and secondary, here in our Division, Division of Pangasinan II.
These Godfathers of leeches are hiding in the Division Office of Pangasinan II located in Binalonan, Pangasinan.
Whenever their bellies begin to shrink, they will just visit any school (take note) even if there’s no occasion and invitation, bringing with them their empty huge vehicles to be used in loading goods or foods that they can get from these poor schools.
DR. VIRGILIO I. BARBA (ES I - TLE, PGMA) loves to load foods or goods in kind to his vehicle. DR. ALFREDO S. CALUGAY ( ES I - Social Studies) is also enjoying to load not only foods or goods in kind but also portable new things or properties of schools. He doesn’t care if these properties or things are donations . The worst is Mr. Calugay demands money from the poor teachers for the gasoline of his vehicle. The lowest amount of gas his new car can afford is PHP300.00.
In this case, GODFATHERS SHOULD BE EXTERMINATED FIRST BEFORE KILLING THEIR FOLLOWERS or if we can EXTERMINATE THEM ALL AT THE SAME TIME, it would be better!

Isa na dito na kung ikaw ay MA graduate eh mas lamang ka na agad at kwalipikado para sa isang mataas na posisyon. In my personal opinion being an MA graduate doesn't mean that you are superior to your collegue. Maraming MA grad at PHd grad ang kung mag isip ay di naman pang MA or pang Phd. sa ranking d lang educational attainment mo ang binibigyang puntos kaya d sapat na basehan ang pagiging MA or PhD grad.

Please check the veracity of the documents submitted by some Master Teacher applicants especially in the division of Mandaue City. Some just fabricated documents to support their application for a higher position. If DepEd will promote these dishonest MT applicants it is just like rewarding these fellows for their deceitful acts. Please check the honesty and integrity of each MT applicant.

I just one to share what is happening in our School, Samar National School, Catbalogan City...why they are assigning Master Teachers as department Head as OIC when they are supposed to be teacher by the classification alone and nature of their job as Master Teacher.
Are master Teachers can be assigned as Department Head OIC for a long time taking into account the salary received is for Master Teacher?
