Hall of Fame in Teaching Profession

Evelyn Caja, a Special Education (SPED) Teacher and Master Teacher I in Ramon Magsaysay High School in Manila were conferred the 2009 Award for Continuing Excellence and Service (ACES). A pastor's daughter, Caja was keen on serving others early in life. But it was a blind girl she encountered in practical teaching that led her to pursue special education. Caja was inspired by the girl whose condition did not stop her from continuing her education.
Teacher Caja is the Principal for the Center for Developmental Intervention Foundation, Inc., at the Philippine Children Medical Center. She is also the national treasurer of the Network of Outstanding Teachers and Educators (NOTED), an organization of past and current SOT awardees.

Teacher Caja has been a SPED teacher particularly to the visually impaired for some 41 years now. Among the awards she has received after winning in SOT are: the 2002 Lingkod Bayan Award, Civil Service Commission, 2002 Thomasite Centennial International Visitor Award, Metrobank Foundation and the US Government; Finalist, 2003 Gawad Geny Lopez Bayaning Pilipino Award, ABS-CBN and UGAT Foundation; and the 2004 Outstanding Manilan Award
Today, teacher Caja is considered the 'Anne Sullivan'—tutor of the famous deaf blind author Helen Keller – of many students whom she has helped become productive and self-reliant individuals. Caja encourages fellow teachers to love their work and to continue to serve silently and sincerely.  "Without love, easy things become difficult. But with love difficult things become easy. Nothing is impossible when you love your work," she said.

Alternative learning and livelihood for

Education Secretary Jesli Lapus approved recently a proposal that would open
a window for alternative learning and livelihood training among Muslim out-ofschool
youth and adult migrants through the Department of Education’s (DepEd)
Alternative Learning System-cum-Madrasah Program.

According to Lapus, the program is expected to contribute to the peace process
as there can be a serious peace and order problem if no social development
interventions are made available in urban areas.

“We need to open a wider latitude for learning and skills training among our
Muslim brothers to give them a chance to improve their lives,” said Lapus. He
added that “giving our Muslim youth a chance at education and livelihood
training will significantly reduce the possibility of conflict.

Studies showed that the highest rate of school drop-outs is in Muslim areas.
With massive migration in urban centers, Muslim migrants bring along their
families, including out-of-school children.
The program components include: basic literacy, accreditation and equivalency,
technical and vocational skills training, entrepreneurship development, and
microfinance. Arabic Language and Islamic Values (ALIVE) will be incorporated
in every program component.

The basic literacy, accreditation and equivalency as well as the Revised Basic
Education Curriculum (RBEC) shall be administered by the DepEd’s Bureau of
Alternative Learning System. Lapus explained that entrepreneurship development component includes sourcing of loan financing on microfinance of small and medium scale enterprises. The Philippine Business for Social Progress (PBSP) is being
considered as DepEd’s partner in this undertaking.

DepEd is also currently sourcing out possible financial support from membercountries
of the Organization of Islamic Conference. According to DepEd Undersecretary for Muslim Affairs Manaros Boransing, “the department’s efforts at alternative learning are open to all learners as our education initiatives are geared towards achieving our Education for All goals.”

Filipino Teacher in USA - Short Story part 1

Lessons of an Imported Teacher

Prince George's County needed teachers. Mabel Ventura left the Philippines to fill the gap -- and earn a paycheck to help her family back in Manila.

Lips pursed, Flora Gaskin took a step toward the 130 new Prince George's County teachers sitting in the lecture hall. Mabel Ventura was perched in the last row, but even she leaned back as if pushed by the force of the towering woman's voice.

"No." Gaskin repeated, her dark curls shaking.

This, the former Prince George's school principal told the group, was how firm and confident they must be in their classrooms if they were going to survive the school year. The new teachers had been recruited from the Philippines, where such stern voices aren't usually necessary.

This was the fourth year that the county had hired teachers from the Philippines, an increasingly popular source of manpower for U.S. school systems. In Prince George's, the Filipinos were scattered throughout the county, teaching pre-kindergarten through high school, and all topics, from special education to math, science and gym. Mabel, a 46-year-old petite mother of three, was assigned to teach first grade at Samuel P. Massie Elementary in Forestville, where six other Filipino teachers -- one-fifth of the school's classroom instructors -- were posted.

To many school officials, Filipino teachers are ideal job candidates. The mostly female recruits speak English, hold advanced degrees and pass internationally recognized teaching exams. And they see the salaries offered here as small fortunes. But for all their enthusiasm and experience, they first have to learn how to manage unruly American students.

DepEd: 2008 NAT Results Very

Results of the 2008 National Achievement Test (NAT) for Grade 6 pupils in
public schools showed an increase in mean percentage score (MPS) of 5 %
over the 2007 results -- from 59.94% to 64.81% in 2008 or an improvement of
8%, bringing the Department of Education closer to its target of 75 % MPS by
2010, the department said.

The nationwide NAT given in March 2008 was taken by 1.64 million pupils in
some 30,396 schools. The five subject areas have 40 items each for a total of
200 items. “The key reforms and well-focused policy directions to improve basic
education are slowly but surely bearing fruit,” Education Secretary Jesli Lapus
said.

The results also disclosed that the number of pupils with low mastery (score of
15 to 34%) have decreased from 8.18% in 2007 to 3.67% in 2008 while those
students moving towards mastery increased by 10.36% from 38.72% in 2007
to 49.08 % in 2008.

Schools with low mastery decreased from 3 in every 100 elementary schools
in 2007 to 1 in every 100 elementary schools this year.
In the key subjects tested, students showed the biggest improvement in
Science with a percentage increase of 12.26%, from an MPS of 51.58% in
2007 to 57.90% in 2008. It was followed by big strides in Filipino and HEKASI
which posted an improvement of 10.84% and 10.47 % respectively.

Overall, the average increment in MPS in Math, Science and English among
Grade 6 students was 6.24 %, from last year’s MPS of 44.29% to 47.67% this
year. “We are slowly earning dividends from our investment in public education and
we have our hardworking DepEd family and our private sector partners to
thank for,” Lapus added.
