PAGCOR Classroom Donation

Guidelines on the Implementation of the Pagcor-Assistant projects for the constructions of classrooms under the Department of Education School Building Program

The Department of Education has entered into a Memorandum of Agreement with the Philippines Amusement and Gaming Corporation for the construction of various school buildings nationwide. Under this agreement, the PAGCOR shall provide funds which shall be utilized for the construction of classroom in priority areas as determined by both DepED and Pagcor

To ensure effective implementation f these projects the ff guildelines are hereby issued:



1. To come up with the Final List of Priority Recipients schools to be complete by the Pagcor and PFSED.

2. The school building designs and the priortiy list as approved by both DepEd and pagcor shallbe used in this project.

3. The provisions of DepEd Order No. 94 S. 2011 entitled Guidelines on the Implemetnation of the Basic Educational Facilities Funds shall be adopted in the implementaion of this project:

4. the central office accounting division shall issue the certificate of availability of funs for all projects which will serve as the basis of procurement. However, the corresponding funding check shall be issued in the following manner.

a.90% of the total contract amount - upon contract award
b. 10% of the total contract amount - upon 100% project completion and liquidation of the 90% previous releases made.

Kindergarten Obtains US$1.5 million Assistance from Japan

It’s dual treat for pre-school small children.As soon as the signing of the Pre-School Law in January this season which requires that all 5 year olds need to take kindergarten to prepare them for formal education, assistance comes in from the Japanese govt by using a US$1.5 million financial aid.

The Japanese Government Fund for Poverty Reduction ) will supply a grant of US$1,500,000 to enhance access to quality early childhood education in poor neighborhoods to the Department of Education (DepEd) which works as the executing bureau.

The Asian Development Bank manages the grant pursuant to an agreement ADB has entered into with the Administration of Japan. It will be carried out by the Aklat, Gabay, Tungo sa Pag-angat at Pag-asa (AGAPP) Foundation. DepEd and AGAPP shall carry out the JFPR project with due diligence and functionality as agreed in the contract.

The venture aims to assist DepEd’s K to 12 program especially in the institutionalization of Kindergarten by means of classroom constructions, course improvement and instructor trainings.

Education Secretary said this is usually a most welcome development as it affirms DepEd’s position on the importance that must be given to essential education especially early childhood trainLinking.

“Kindergarten is a significant foundation in producing excellent graduates of basic training, so we should start on a solid footing by preparing our young learners very well,” added Luistro.

The grant will fund expanded use of Pre-School training by offering required school facilities and amenities. It will also improve potential of teachers by giving them classes and workshops.
It's going to interact with many other education stakeholders locally by building maintainable partners with civil modern society, business sector, and native non-government agencies (NGOs). The offer also allots supply for project tracking and assessment.

Private donor offers ceiling fans for typhoon stricken schools in CDO and Iligan

Public schools in Cagayan de Oro and also Iligan cities which were emotionally vulnerable by rampaging floodwaters in Dec will receive some 1000 units of ceiling fans donated by a product manufacturing company.

Training Undersecretary Rizalino Rivera has expressed their appreciation to Camel Appliances Manufacturing Company for the gesture of supporting public schools cure the massive destruction through its donation.

“We appreciate our partners through the private sector to make the learning environment more conducive for the individuals who are just recuperating from the disaster,” explained Rivera.

The donation ended up being coursed through the Confucius Institute of the Angeles University Foundation, yet another partner of the DepEd throughout upgrading the quality of education in the public institution system.

DepEd has a continuing campaign of partnering with the private sector to bridge resources gaps in public areas schools through its Adopt-A-School program. Private sector gift for public schools may be in the form of university building, school home furniture, information communication technology equipment, internet connection, teachers training, institution feeding and other schooling support equipment and also services. In turn, the actual donor can apply for tax concession with the government.

IBM Philippines Donates 40 Sets of Computer to Elementary Schools in MM

Somе 38 еlеmеntary schools in Metro Manila will rеcеivе advancеd learning tools in thе form of Kid Smart Young Explorer computer units aftеr thе Department of Еducation and IBM Philippines, Inc. signеd an agrееmеnt yеstеrday, August 25.

Deped, through its Adopt-A-School Program, and IBM Philippines will providе 40 units of KidSmart Young Explorer computеrs to schools whosе learning facilities wеrе dеstroyеd by typhoon Ondoy. Prе-school to gradе thrее lеvеls in Marikina, Pasig and Quezon City elementary schools havе bееn chosеn for this еarly childhood and grade school lеarning program. Apart from thе 40 sеts of computеrs, KidSmart program packagе will also providе capacity building and training for thе teachers and ICT schools coordinators on thе usе of thе units and its software programs. “Wе еxpеct lеarning outcomе to improvе among our young pupils through thе usе of this advanced lеarning tools. This project is a big hеlp in our еfforts to furthеr improvе basic еducation in thе country,” Education Secretary Br. Armin Luistro FSC said.

KidSmart Young Explorer computer units is comprised of Young Еxplorеr Unit, Lenovo Desktop PC (1.6 GHz, 512 MB RAM, 160GB HD, Windows XP), PC speakers and othеr accеssoriеs, and Rivеrdееp softwarе which includе teacher’s manual covering Science, Math, English, and Social Studies. “Thanks to our privatе sеctor partnеrs such as IBM Philippines for hеlping bridge thе gap in education and for making technology accеssiblе to our public schools,” Luistro addеd.

“Wе arе vеry honored to partnеr with Department of Education for thе Adopt-School Program. Through this, wе hopе to hеlp in thе full recovery of thе schools, and enhance еarly lеarning for thе Filipino children. This is part of IBM's committed 40 million pesos (USD$860,000) worth of technology, sеrvicеs and еxpеrtisе to thе Philippines' disastеr rеhabilitation and prеparеdnеss еfforts initiatеd aftеr Typhoon Ondoy,” James Velasquez, Country General Manager, IBM Philippines said.

Thе deal will takе еffеct for two years whеrе Deped is еxpеctеd to providе policy dirеctions to еnsurе thе propеr implementation of thе program, assist in thе monitoring, and hеlp in thе carе and maintenance of thе lеarning tools. On thе othеr hand, IBM shall providе at lеast two trainers for a three-day oriеntation /training of thе teachers and schools’ ICT coordinators on thе usе of thе application programs that comе with thе packagе.

Thе 3 -day training seminar will includе diffеrеnt arеas such as Thе Theory of Multiple Intelligence and Its Application in thе Classroom; Cеntеr-basеd Teaching and Learning Intеgrating Tеchnology in thе Classroom; Usе of Productivity Tools (Lotus Symphony); and thе Use of River Deep software.

Sincе its incеption in 2009, IBM has donatеd ovеr 210 KidSmart computers and trained ovеr 1083 teachers, covеring 184 schools and institutions in diffеrеnt parts of thе archipеlago, rеaching Batanes to thе north and Tawi-Tawi to thе south. Ovеr 800,000 grade school students alrеady bеnеfittеd from thе program.

Milo Sports Events for 2010

The Nestle Philippines makers of MILO will conduct the following sports events from July to December 2010.

Milo Champ Camp School Tour
The Milo Champ Camp Team will visit the schools identified by ActivAsia, Inc. in selected areas nationwide if permitted by the school administrators. The team shall invited students a week before the even. Likewise, the parents shall be also be invited to encourage their children to participate.

The pupils/students will be divided into 2 batches with a minimum of 450 pupils/students per batch. The 1st batch of the students will be ushered to the activity area where they will learn the basic skills of 3 worlds most popular sports: basketball, baseball and soccer from certified MILO coaches. After 15 minutes, the coaches will rotate so that all the children in each batch will get to experience all 3 sports. parents shall be given lectures on the benefits of getting children into sports as well as proper nutrition.

National MILO Marathon
The National MILO Marathon which was established in 1974 with 747 runners has now expanded, integrating the 3K, 5K, 0K and 21K to accommodate more student runners. For the past 2 years, it has registered more than 200,000 runners each year. Elimination races were eld in more than 25 key cities nationwide and 1 national finals in MM.

MILO Little Olympics
The Milo Litle Olympics is an inter school competition for elementary pupils and high school students, It is composed of 5 regional competitions. It had its first National Finals in 20096 in Cebu City where 1500 champion students and officials represented their respective schools and regions.

For this year, the Milo Little Olympics will hold the regional and national finals which will open in July and August in the areas of Cagayan de Oro City, Lngayen, Manila and Cebu.

Australia Donate Training Center in Central Visayas

The Australian government has turned over to DepEd the Training and Development Center in Region VII based in Cebu City. The center will provide professional development for educational leaders, teachers and non-teaching staff.

The Learning Resource Management and Development System (LRMD) portal and Basic Education Information System (BEIS) are funded by the Australian Agency for International Development (AusAID). These initiatives fall under the Stage 2 of Strengthening the Implementation of Basic Education in Selected Provinces in the Visayas (STRIVE) Project.

The LRMD contains lesson guides, interactive teaching materials and professional development materials while the BEIS is a system to enhance decision -making and optimize allocation of resources for school school officials.

Model Politician donate notebooks

Being a blogger give me the opportunity to inform my readers the good deeds of our politicians like Gov. Migs Dominguez of Sarangani Province.


They donate notebook to Kipalkuda Elementary School. As teachers of public school, we all no the this small donation is very important to our elementary children. Last time a news company donated slippers to the school children. By posting this pictures, I am hoping some politician will do the same as this simple donation have big meaning not only to our pupils but to your public teacher too.

American Troops in Mindanao Donate Classroom Buildings

A three-classroom school building constructed by the United States (US) government through the efforts of the military Joint Special Operation Task Force-Philippines was formally turned over January 28 to the school administrator and officials of the Kawit Elementary School in Kauswagan town, Lanao del Norte.

Captain Adam Martin, US Army team leader of the task force based in Campo Ranao, Marawi City, expressed that their stay here is to provide assistance like medical mission, putting up projects to villages that were affected by calamites, as well as areas affected by armed conflict and validate the needs of the villagers in terms of education, road construction and livelihood programs, in coordination with the local government units.
With the recommendation of their counterpart, through Col. Benito de Leon, 104th Brigade Commander-Philippine Army, and the Department of Education (DepEd) of Lanao del Norte, the U.S. government put up the school building with a project cost of P4 million, complete with two toilets.

Meanwhile, Ederlita Bigornia, the school's principal, said they are grateful to the US government for funding the construction of the building to replace the school's old Gabaldon building which was burned down by fire which occurred September 2007.
"Actually, we could have done the formal turn over early January but the town of Kauswagan was one of those areas hit by flashfloods," Bigornia said.

She added that despite heavy fighting between the lawless Moro Islamic Liberation Front (MILF) group and the government troops in their town, "our school has always made it to the second place in the DepEd's National Achievement Test in the entire Kauswagan District-composed of nine complete elementary and three primary schools," revealed Bigornia.
Captain Martin on the other hand, disclosed that the programs and projects initiated and implemented by the US forces in Lanao del Norte and Lanao del Sur provinces, conform with President Gloria Macapagal Arroyo's aim - bring the government's services to far-flung areas in the country, particularly the conflict areas in Mindanao.

US To Donate US$86 Million for Education in Mindanao

An affirmation of commitment amounting to US$86 million in assistance to the Philippine education sector was signed by Department of Education (DepEd) Secretary Jesli Lapus and U.S. Ambassador to the Philippines Kristie Kenney.

The agreement provides funding to the United States Peace Corps' Tudlo Mindanao Program in which US volunteers train Mindanao teachers and civic leaders. It will also recognize the significant contributions of the US Peace Corps in promoting education and mutual understanding between the two governments.

In the agreement, US Agency for International Development (USAID) will support DepEd to implement education programs that will improve access to education and improve the quality of teaching. The programs will also provide learning opportunities and livelihood skills training for out-of-school children and youth, especially in communities most affected by conflict.

These projects provide improvements in education quality and access by strengthening teachers' capacity in teaching English, math, and science at the elementary level.

They also train and prepare out-of-school children and youth for livelihood skills opportunity as well as strengthen local government's and parent-teacher and community associations' capacity in education governance.

Tax Incentives for Private Institution that Support Public School

Under Republic Act 8525, private companies and individuals under the Adopt-a-School Program may avail themselves of tax incentives up to 150 percent. (PIA-MMIO)

The Department of Education (DepEd) and its private sectors partners under the Adopt-a-School Program recently signed a (MOA) for free eyeglasses and vision improvement activities which will be made available to public schools. This joint initiative involves JG Primelink, Optical International, Plastilens, Optimate, Kraktek and Civitan Philippines.

The I Care" and "Sight Care Program" will focus on the development of a Vision Perception Clinics where students found to have eyesight problems will receive free eyeglasses.

Civitan will develop the facility and pilot the program in selected public elementary schools in the National Capital Region (NCR). Together with the Eye Health and Safety Foundation, Civitan will administer the implementation of the Sight Care Program.

Optimate and Optical International will provide frames for the eyeglasses, together with ophthalmic lenses that will be provided by Plastilens.

JG Primelink, meanwhile, will provide five units of eyerelax device. Eyerelax is clinically programmed to improve shortsightedness commonly caused by tired eyes. Its safety as a non-medicinal device has been established.

Kraftek Trading, a company that specializes in the production and distribution of educational materials, will be in-charge of distributing cognitive and motor skills development tools packages.

Each package contains "manipulatives" or educational toys that aid vision therapy for children, such as shape sorters for pattern-making and color matrices that enhance color perception.

The DepEd Chief praises these groups for providing the equipment that will give public school pupils better eyesight.

Furthermore, he encouraged other private sector partners to "support DepEd's Adopt-a-School Program and work with us as we provide training to our teachers, books and sturdier school buildings to our students, and produce healthier and brighter students."

Pupils received customized notebook from Governor

Pursuing a legacy endeavor to grade schools, the provincial governor, Hon. Geraldine "Jade" Ecleo, gives away 9,000 pieces of personalized and made-to-order notebooks to all grade 2 and 3 pupils of Dinagat Islands.

A total of 105 elementary schools comprising from the seven school districts of Albor, Cagdianao, Dinagat, Loreto, San Jose, Rizal and Tubajon, have benefited from the governor's generosity.

Dr. Teofila Cabatuan, School Division Superintendent, has provided data that about 2,745 Grade II pupils and 2,809 Grade III pupils within the province have acknowledged and acquired said notebook.

Governor Jade has personally distributed these notebooks to the pupils of such recipient schools as: San Jose Central, Aurelio, Sta. Cruz, Mahayahay, Dinagat Central, Doña Helen, and Edera Elementary Schools.

In response, the administrators, teachers, and beneficiary pupils showed their warm welcome to the Governor during her visits to their respective schools, and gave her due appreciation and support for her genuine legacy endeavor to the underprivileged pupils of the province of Dinagat Islands.

She is definitely one of the model politician that recognized the value of children education. We are hoping that governors are not only donating for the buildings but also those basic needs of individual pupils like notebook, uniform, bags, science equipment and laboratory manuals. Of course some give multimedia equipment like computers and television sets. We just hope they spend not only on donating things but also participate in school management and evaluation. I wonder if the governors, mayors and congressman have team that regularly monitor schools progress.

Korean to donate computer in Samar High School

The Korean Overseas Volunteer (KOV) program after being in some 25 provinces in the country has finally reached Samar.

In an interview, Mr. Jaeyoung Choi, administrative officer of KOV Philippines, said that the program may donate Personal Computers (PCs) to three high schools in Catbalogan City and train teachers and students to maintain and repair their damaged PCs.

Mr. Jaeyoung who speaks fluent English and some Tagalog expressions like 'talaga' and 'di ba' talked with enthusiasm how his country through the KOV will help developing countries like the Philippines.

For a start, his country he said has deployed volunteers in the fields of Information and Communications Technology (ICT), agricultural productivity, early childhood and youth education, public health services and Korean language Teaching through TESDA.

In Samar, one Korean volunteer has been with Samar State University (SSU) assisting in the fisheries development.

Just on November 7, Mr. Jaeyoung visited Samar National School (SNS) the biggest high school in Samar to talk with school principal Tony Caveiro. The Korean said he would try to train and teach students to maintain the PCs and then the teachers as students would then be graduating.

The problem with PCs is someone has to maintain the unit to prevent total damage, he shared. If the PCs are not maintained, the schools would be requesting for new units every now and then, and that could be very costly, he sighed.

However, with the training of teachers and students for free, the life expectancy of each PC is then assured, said the young Korean.

The program, said Prof. Rolando Diocton of SSU will benefit some one thousand children who are out of school because the Korean wants to teach OSY to be computer literate so they could be trained to get jobs, even abroad.

The Korean national also praised TESDA for the skills development training it gives to the Filipinos making them more qualified for jobs that needs skills.

The Filipinos are competitive, he said abroad, because they speak English and they are very efficient and easily trained.

Presently, together with Prof Diocton and other partners at the SSU, the Korean will map out plans for ICT development in SSU, SNS and Silanga National High School.

SM pledges 8 school buildings to DepEd


The SM group of Filipino-Chinese shopping and banking magnate Henry Sy Sr. has pledged seven two-classroom, one-storey school buildings to the Department of Education (DepEd).

Aside from the seven school buildings, the SM group – comprised of SM Prime Holdings, Inc. and SM Foundation, Inc. – pledged an additional school building it will build in partnership with Deutsche Bank.

The DepEd accepted the donation of the eight school buildings worth some P9.7 million under its Adopt-A-School program, which handles assistance from the private sector to help fill the shortages in school buildings, classrooms, school furniture, and teachers in public schools.

Aboitiz Group continues to invest in education

Education Secretary Jesli Lapus recently lauded the Aboitiz Group of Companies
for their advocacy for education, and for matching their words with deeds.
The Aboitiz Group Foundation, Inc. (AGFI) and members of the Aboitiz Group of
Companies completed some P16.5 million worth of projects with the department
in 2007. Another P30 million has been committed by the Cebu-based business
conglomerate for 2008.

“With continued support and commitment of companies like the Aboitiz Group, our
momentum to forge ahead in upgrading public education will be sustained well
into the coming years,” Lapus said.

Lapus joined Jaime Jose Aboitiz, President, Aboitiz Energy Solutions, Inc.;
Dennis Garcia, President, Visayan Electric Company; Jose Venacio Batiquin,
President, Luzon Hydro Corporation; Jon Ramon Aboitiz, Chairman, Aboitiz
Foundation, Inc.; Erramon Aboitiz, President, AGFI; and Benjamin Cariaso,
Executive Vice President, COO, Aboitiz Energy Solutions, Inc., in an agreement
signing held at the Cebu International Convention Center in Cebu City.
“I hope the Aboitiz Groups’ corporate social responsibility, will inspire other
sectors to likewise make meaningful contributions to advance the cause of
education,” Lapus added.

DepEd's Adopt-A-School Program facilitates private-public sector partnerships
for education. Aboitiz Energy Solutions, Inc. and AGFI have completed library kit and computer
donation projects in Laguna, Olongapo City, and General Santos City worth a
total of P566,000.

Luzon Hydro Corporation and AGFI have various projects such as the
construction, repair and rehabilitation of school buildings, provision of computers
and improvement of water supply systems for Alilem Daya National High
School in Alilem, Ilocos Sur and Ampusongan National High School in
Bakun, Benguet. The projects for the two schools have P1,221,400 total
worth and are targeted for completion in 2009.

Cebu
