PTA at the School Level
DepED Order 54 s 2009

I General Policy

1. Every elementary and secondary school shall organize a PTA for the purpose of providing a forum for the discussion of issues and their solutions related to the total school program and to ensure the full cooperation of parents in the efficient implementation of such program.....

II Organization of PTA at the school level.

1. Membership in a PTA is limited to parent or in their absence the guardian of duly enrolled students and teachers in a given school.....

III General Assembly shall be composed of all parents of enrolled students of the school, Board of Directors and Officers of the PTA, School HEad, Homeroom Advisers, Subject Teachers and non teaching personnel.....

i have a working student under me. she's been with us for a year now. she's in 8th grade this school year and during the PTA meeting, other parents voted me to become the PTA president. later on a parent wanted me out because according to him, i am not the real parent of the student, thus i don't have the power to become an officer.

now i'm curious, is this right? i mean i just want to know what's needed because i read somewhere that a guardian can participate. and a guardian there is define as an individual authorized by the parent/s to whom the care and custody of the student has been entrusted. if this is the case, is it alright for me to be in the position or do i need a written authorization from the parents of my working student? and does a written authorization enough or do i need an attorney to process what documents.

You have the full authority to be a president to the PTA coz you stand a guardian to the student, the address she is using is yours and you are the one giving assistance to the student... you may not be the real parent but you are the guardian i myself is a president of PTA just continue the duties as a PTA president

I am a guardian of a graduating high school student. During our general membership meeting last July 12, 2013, I was nominated and elected as president. When I took over to preside the election of vice president, a protest was being raised by a PTA funded personnel assigned at the school canteen for the reason that only parents and guardians with legal adoption papers can be elected as president. I questioned the committee why was the protest not being raised while I was still being nominated? The principal apologized that she was not able to object when I was nominated because she was discussing other matter with a teacher and she ordered for the election of another president.

My question is, was the protest valid? Was the election of another president legal? As far as I have known, what they did was unlawful.

Furthermore, can a school canteen employee be funded by PTA fund and does she have the right to protest?

What legal action should I take regarding this matter?

A teacher was harassed, treaten, slundered/insulted by a grandparent of the child who's family stayed with. The incedent started when the teacher's purse with cash and important IDs was stolen as she realised on the late afternoon. The next day, one child told the teacher she saw the other child took the purse,by then the classrom PTA Officers called an emergency meeting held in the house of PTA CROs for the purpose to recover the lose/stolen property of the teacher if possible. With the mother's present and full consent who brought the child for questioning and hearing the child side of story. The child admit calmly that she done it and had gave the wallet to her Aunty and they trow away the IDs because its no use for them. The PTA Officer took video to prove as an evidence if there is any legal action to be done and keep it confidential. The grandad of the child was very furios especially knowing with the video and file complaint to DSWD and to the teacher District Office. They went to Barangy coucil for settlement of the issues but this grandad was outrageous shouting, swearing, finger pointing to the faces of PTA Officers and even treatening them who support the teacher as he can easy manupulate them because he is the head of this Barangy Police. The grandad went to the schoolto meet the school head and the teacher with regard the childs rights he told the teacher lots of insult and harrass word as the teacher never retaliated or say any words but the head to deal and beg him to just do it in a nice talk, he said "NO" he wanted the teacher to lose her license and sue her to court. The DSWD head Offcer called a meeting/hearing to the teacher with PTA Officers, the parent and child with the grandad. The DSWD Officer DON'T WANNA KNOW the teacher side of story all she wanted to say and own about is the child rights, the child's protections of the Law and from them, she also said to the teacher and PTA Officers even if the child kills they will save and protect the child. By her way of approached she encourage the grandad at the same time to intimedate and insult the teacher as he said "you are a teacher you don't know the LAW,,,, if the child will come home one day and crying because someone has bullied her I will then sue you to court!" Also the Police person who were present told the teacher and PTA Offcers what the done was wrong. The DSWD Officer demand PUBLIC Apology from the teacher as soon as possible.

Where is the right for the teacher who I would say the real victim of the Law itself??????

After few days, all the teachers from same school and family members of this teacher in trouble went to see the DSWD Officer, she sounds very harmonious and calm, very opposite from the previous meeting. All the teachers want was to clarify why she need to make a public apology as the Mr grandad was constantly harrashing this teacher. All the thinhs this DSWD Officer could say: It is required for this teacher to make public apology, and they must not gave to much consirations of that the grandad says because they are the professional and he is not..:(((

SO... IS IT AN EXCUSE TO INSULT, HARASS AND TREATHEN A TEACHER IF A PERSON IS NOT WELL EDUCATED... THATS A LOT OF BULLSHIT!!! IF YOU EXCUSE MY WORDS...

WHERE IS THE LAW FOR THE TEACHERS RIGHT WHO WERE VICTIM AND BULLIED BY FAMILY OF A CHILD WHO COMMIT CRIME AND WELL PROTECTED BY THE LAW IN THE PHILIPPINES.

IS THERE ANY POLICY AND PROCEDURE???

Hi, Im a PTA Federation President of Pasay City, what I saw and experience after investigation, frm NCR to Local, DEPED have no power over the PTA. Do we need to have a police power to ran after the unscrpolous PTA volunteers who have unliquidated funds and now serving as PTA in other school. willy O. Rodriguez

Does the PTA need to be SEC accredited? I went to the DepEd site to further read the PTA by-laws, unfortunately the site can't be opened. Can you post the PTA by-laws here. thanks

what's the term of the PTA Officers? can they still run for another term with the same position? what, if one of the PTA officers is not a parent or guardian of our students what will happen to the organization? should they call for the meeting before their projects begin or a decision of the principal is enough to begin the project ? What if they don't informed all the teachers about their project?
