DepED Teachers are the Favorite Victim

No finance conversion at DepEd

"There is not any fund conversion at the Department of Education," said DepEd Spokesman and Undersecretary for Legal and Legislative Affairs Alberto Muyot. The declaration came in the heels of reports that fund conversion is not limited to the Armed Forces of the Philippines but to other government agencies such as DepEd.
In 2009, the Department of Budget and Management (DBM) changed the release of personal services (PS) budget by transferring funds to the department based on the actual quantity of personnel unlike in the past when the budget given is based on the amount of plantilla positions.

Individual services funds released by DBM are addressed by the monthly lapsing of Notice of Cash Allocation (NCA). "Pag naglapse at di nagamit sa loob ng isang buwan, babalik kaagad ang pondo sa DBM," said Muyot.
At any time there are excess or unused PS funds, it can only be utilized for personal services such as teachers' pay modifications and payment of year -end bonuses of employees, all governed by accounting rules. "The P10,000 Christmas bonus given to teachers annually are drawn from this because it is not part of the regular allocation from the General Appropriations Act," added Muyot. Excess PS funds cannot be transformed or used as Maintenance and Other Operating Expenses (MOOE) or Capital Outlay (CO) funds in compliance with Commission on Audit (COA) rules.

DepEd also cleared its position around the issue which the the department instantly adds the number of teachers it is authorized to employ in a year, without subtracting people who retired, were separated from, or died in service throughout the same period.

If a teacher is separated from service, we have to immediately replace them or else no one will teach and we will never be able to address teacher shortage. Remember that we have at least a million new entrants to the public school system each school year thus the continuing need for teacher positions," Muyot discussed.

As a matter of policy, DepEd abides from the rules of COA on fund management and disbursements. It added that the current leadership can never tolerate fraudulent transactions and it is willing to work with the House of Representatives or any other party that wants to discover how DepEd budget is spent.

2010 Education Week Celebration

The Department of Education will celebrate the Education Week nationwide the the theme Educakasyon: Tungo sa Tapat na Pagbabago at PagUnlad on Dec 6-10,2010

The aims to

a. reaffirm and emphasize the role of education in empowering and developing he young to become productive citizens of the country and responsive to the needs of the times;

b. strengthen cooperation among the stakeholders in education to support the necessary and significant changes to achieve quality and relevant education and

c. inspire every educator to do more for the children to ensure their future.

All schools are encourage to conduct simple and austere programs and activities consistent with the theme and objectives of this year's celebration during he week.

Expenses for this activities shall be charge to saving, local fund and cultural funds of the concerned office.

Philanthropist Won a Civil Case Against known Newspaper


The President of RCBC and Malayan Insurance group of companies’ businessman tycoon Alfonso T. Yuchengco won a civil case against known newspaper - The Manila Chronicle or the Chronicle Publishing Corporation.

Mr. Yuchenco claimed the series of articles published in the newspaper which was issued in 1993 tagged him as Marcos Crony and uncaring employer. Although his name was not mention in the series of business articles but mentioning his companies eventually leads the article to his name and it was used actually to humiliate and embarrass him. The Supreme Court favored the decision to Mr. Yuchengo in the ground of malicious intent in publication of the business articles. The owner of the Manila Chronicle is Yuchengco’s  business rival and the Supreme Court believed that the newspaper was used to discredit the businessman.

The court ordered the editor of the publication including its owner to pay the amount of P38.5 Million for moral damages and attorney’s fee.

This will serve as reminder to the news agencies through the Philippines not to use their own newspaper companies to discredit not only businessman rivals but political rivals. We all know that major provincial news papers are owned by politicians.

Extension of Submission of Entry for 2010 NSPC

Extension of Submission of school Paper Entries for the 2010 National School Press Conference

Due to adverse effects of storms Ondoy and Pepeng on Campus Journalism Activities in Region I, II, III, IV-Calabarzon, IV MIMAROPA, V, Cordillera Administrative Region and NCR, the DepED is extending the submission of school paper entries for group contest at both the elementary and secondary levels from January 15, 2010 to January 22, 2010.

2009 Teacher's Month Campaign

Filipina TeacherIn 1983, United Nations Education, Scientific and Cultural Organization inaugurated Oct 5 as World Teachers' Day, a day to celebrate teachers and the central role they play in guiding children, youths and adults through the life-long learning process.

In the Philippines, The Teacher;s Month Campaign was launched in 2008. Spearheaded by the steering committee composed of the Metrobank Foundation, De La Salle Philippines, Philippine Business for Education, Campaigns Social Response and DepED with the support of some business institutions.It was intended to contribute to the growth and development of the teaching profession in the country as well as publicly express appreciation to mentors.

The Teachers' Month Campaign will be launched once again this year during Metrobanks 47th anniversary celebration on September 4, 2009 designated as the World Teachers' Day. The theme of the 2009 Teachers' Month Campaign is "My Teacher, My Hero".

The Teachers's Month Campaign aims to:

Moral Lesson Integration in the Curriculum

DepEd revitalize its Good Moral Integration Program by focusing the Edukasyong Pangtao curriculum to the emotional quotient of the learners while strengthening the teaching of our cultural heritage.


The DepEd Secretary we are now revising the elementary curriculum with the integration of social emotional learning (SEL) in the subject Edukasyong Pantao. After the series of lesson, the student are expected to show signs of self-awareness, self- management, social awareness, relationship skills, and responsible decision-making.

DepEd Request Parent to Quarantine their Children

DepEd request parent to quarantine their children who are enrolled in the schools with A(H1N1) Cases

Another school joined the list of school with suspended classes due to the virus. These are the expensive and well known Poveda Learning Center at Ortigas Center and Ateneo de Manila grade school in Quezon City.

DepEd reiterates the need to make-up the classes based on the number of days lost due to interuption. There are 206 school days for the current school year. They also requested the parents of students studying in this school to quarantine they children for 10 days. They should not be allowed to go to any public places like mall to avoid further infections among public.

On the other hand, even the children of Senator Jinggoy Estrada became the latest victim of this virus yet they recovered already. His 19-year-old Janella, who first exhibited symptoms of the flu like mild fever. She is a student De La Salle University on Taft Ave. while the younger son Jolo, might have contracted the virus from his sister. This young man is a student of another expensive and high tech school - Xavier School in Greenhills, San Juan City.

CHED postponed the Classes in College and University

The Commission on Higher Education (CHED) announced yesterday that the opening of classes for colleges and universities would be postponed for a week due to concerns on the looming threat of Influenza A (H1N1) in the country. The schools affected are all college and university

Other College and Universities reset their opening to June 16 and 17, 2009. Meanwhile the Dela Salle University is still close this Monday due to the two foreign students who are positive with the swine flue virus
