DepEd RBEC - Does it Change Anything?

Year 2004 when this BEC curriculum  later RBEC was presented to teachers. We were instructed to implement RBEC with Makabayan subjects and other tool subjects. We were provided with lesson guides and other materials for the implementation.

When Roco left DepED and other officials take the seat, the DepEd improves the curriculum. We were instructed to follow teaching methods suited for the curriculum. Then in my years of teaching career, I find that the curriculum do not have big difference from the old one. The good thing now is that either I follow or not the RBEC curriculum, I have seen my students in the top of their present career.

What is the effect of RBEC in my teaching performance is I do not know. I do not if I could correlate it with the achievement of my students for I see no research and evaluation done in the part of DepED after this curriculum was implemented 5 years ago.

RBECis the product of 16 years' study and seven years of intensive consultations,Roco said many years ago. 

The government has not revised the curriculum for public elementary
schools in 13 years. Meanwhile, the curriculum for public high schools has not been changed for almost two decades, in sharp contrast to the general practice worldwide, which calls for a revision every 10 years.


That is why the RBEC, which is responsive to the ever-changing world, is badly needed, senior education department officials argued.


To actualize a gracious life in our changing world, Filipino learners need an education system that empowers them for a lifelong learning, or (the system) that enables them to be (more) competent in learning how to learn even when they are left to themselves, said Dr. Fe Hidalgo, education undersecretary for programs.

The RBEC has been drawn from various studies, particularly that of the Committee on Information Technology, Science and Mathematics, Education and Technologies. This committee is under the Presidential Commission on Education Reforms.

Called the laboratory of life, Makabayan will be the practice environment for the tool subjects. It is designed to help the students develop better interpersonal skills, empathy will cultures, vocational efficiency and problem-solving and decision-making skills.

Now after years of implementation. Do you see any changes in quality and quantity of education in our children? You judge teachers.

After years of implementation, RBEC curriculum will be replaced by "Understanding by Design" curriculum. Why are there no DepEd articles about it? Are the Filipino teachers aware of it? It is supposed to be implemented net school year- 2010-2011.

ANATOMY OF THE PROBLEM

I don’t really mind what nomenclature they can come up this time: BEC, RBEC and now UBD.

The thing is what this superiors and administrators fails to realized is that EVERYTHING CHANGES..Know this simple truth… keep it mind.. And things could look better.

NOW, I tell you what the big SECRET OF EDUCATION IS... ITS THE TEACHERS..Yes!!! the Teachers.... Our geniuses from way above there, are so busy with their own thoughts.. They can never see us from the field..
EMPOWER THE TEACHERS AND BELIEVE YOU ME SIRS AND MESDAMES THAT OUR EDUCATIONAL SYSTEM WILL CHANGE...

THE CHANGING TIME NEEDS FLEXIBLE TEACHERS, ONE WHO CAN ADDRESS SITUATIONS THE WAY THEY ARE UNIQUELY PRESENTED...tHE current system does not provide for this flexibility almost every teacher i know from the field are being literally handled by their superiors... be it the principal, the supervisors etc...

Just this school year my beloved public school which is a small school gave me a teaching load of PHYSICS, BIOLOGY, Chemistry and ICT, not to mention my advisory class.. yes more than 6 hours load and no extra pay... When the supervisor came, all she could ask me is my lesson plan.. and they made all the fuzzed about me not being able to give them a lesson plan.. but know this: I’m to damn good in class but it doesn’t matter to them... i have no LESSON PLAN....( that week professionally: I was studying genetics for biology, Archimedes principle in physics, the critical areas in NAT -bio Exam for their review class, finding the equation of a line in geometry, doing the form 2 for the advisory… personally: my mom is asking me for money for the water bill, my brother who is dependent on me is pestering some things too personal to describe here, my wife is in the hospital…etc…..) and I don’t have my lesson plan… How stupid am I.. Lazy meeeee….

I RATHER OUR TACTICIANS/ ADMINISTRATORS BE REALIST AND ESSENTIALIST THAN all too idealist... wake up and smell the coffee... I hope time will come that teachers could have a division convention where teachers in the field are heard… Just last December a teacher convention was held at our division we just sat there for hours and listen to politicians…hahahahaha… they never listen to any of us in the field…

Hi teachers. One of the best solutions to improve learning is to follow the ideal classroom set-up. It is by having a maximum of 20 students per class.

Teachers are empowered to do their own teaching styles. Strategies and methods will always vary depending on the type of learners in the class.

As what i understand about the UBD, is that, the sequence of the plan has changed but all the parts of the conventional plan is there.

I think we should do it in our own way. We just make sure that our learners will discover that our lessons are meaningful and should be related in their own lives. Thus, we will impart them all that which is significant and with relevance in their generation.

Always love our work and be best. Think that every lesson in a session is an entry of a competition. We should win the first prize!

well, i agree with the idea of the previous comment that the number of students in each class will be reduce to 20 students instead of blowing number of 40 -50 or more. quality education is more likely be achieved if there are lesser number of students in every classroom.also, eliminate those useless subjects that will only add confusions and boredom to both students and teachers.. the lesser the subjects to learn and study the more learning and it gives more focus and mastery to relevant subjects.

The DepEd is so hung up on what's new, what's cool and what is seemingly novel that they change the curriculum every single chance that they get.

It has been centuries yet we STILL have no time-honored tradition in education to speak of.

How do countries like Japan, the United Kingdom, Australia, and even India come up with superior educational programs compared to ours? They solidified their learning traditions FIRST and THEN modified them here and there to suit the changing times.

In contrast, we have no solid learning tradition to speak of; DepEd changes its curriculum every time a new undersecratary is appointed; and teachers are either the victims or the sources politics and corruption (sometimes both at the same time).

Results of the NEAT, NAT, and NCAE gives us a clear picture of what is really the status of the Philippine Educational System. What does an MPS of 30%-40% mean? It means our students get 3-4 correct responses out of 10, and these has been the results for decades. OMG! what was the impact of the different curricula we adopted? what were the weaknesses and strengths of these curricula, was there any study conducted? And now we will be again implementing UbD (so we can change the books? the books that will give more money to our pockets. ha,ha) Why did we change the grading system? 60-40, 70-30( because the printed class record made an erroneous transmutations?) then 0 transmutations, then mass promotions - what's best for us to let each region design the best and appropriate curricula for their students, lessons are localized and thus become more meaningful to our students, teachers are given the leeway on how she/he can best teach her class, administrators should religiously do their job - guide, monitors and inspire teachers - we are all asking what has happened? Ask DEPED, and if they are honest enough we will know the truth...

hi there teachers, everything you say here is so true, DepEd doesn't really care about the teachers or students.... all they ask is their useless reports. reports, reports....and if we got low MPS they always blame the teachers....i wonder why they hire us at all if they think we're incompetent, ....i think the principals and supervisors are the incompetent ones ..they cannot stand up for the teachers rights and what is right for their schools...whats good for one school may not be applicable the other one..personally i think their positions are useless...they do more damage to teachers self esteem than help them in their jobs..i haven't met a teacher who doesn't think so...some aren't good classroom teachers....they just got promoted because of their papers not performance/conviction and dedication to the schools...and to the pupils..did they ever think about the pupils,did they even consider its physical and mental development, family income and especially in public schools...take for example the age of entry for grade one....they are truly crazy...with all the negative results in SREA...instead of changing it back to 7..their solution is the summer preschool....another damage done.....you know i wonder if and when you become a principal, supervisor or even director you lose sight of whats important for the pupils and you just become plain stupid....the higher the position the more stupid you become....there I've said it

NAT result was released a couple of days ago. I would like to suggest that the NETRC will stop this yearly test its because this test has no validity since principals themselves are giving some lickages to teachers ....same book Lets were used during the conduct of the test. Therefore teachers will not perform to the maximum level their duties and responsibilities. IRI, MPS, Curriculum books etc....Ang daming paper works/ problems ng guro sa bata sa magulang sa bahay at sa principal at iba pang paparating hay naku...............magturo ka lang sa elementary ng sagaran(mon-fri)pagdating ng saturday comatose ka na...Mga bros and sisters in chalk.....maganda ang RBEC basta update lang yearly at pag-aralan ang localization.....example sa EPP mga guys walang katad o yantok dito sa maynila ano? san ka hahanap para gumawa ng isang proyekto? sample lang yan. minsan ang nasa PELC walang mahanapang reference book at masaklap walang book ang mga bata.....

i agree with one of the contributor. NAT is just a waste of government's resources. the children are the ones telling us when they reach home after the test that they were taught the answers.

Yes ....you're right poh!hope that this will be observed by the higher ups that a school could get as high as 85% MPS in the NAT per subject area which is unbelievable....a teacher made test alone pupils could not get as high as 75%....Please take an action about this....di na nagtuturo ng maayos ang teacher kasi at the end bigay lang ang answer or make an overnight review! huh? kawawa mga bata half baked ang natutunan....

DepEd officials have always been bragging about the latest in their curriculum change, but the mere fact that no evaluation was made with the previous RBEC doesn't make any sense as to why we have to adopt a new one.

We have been doing this UBD ever since, they just name it now.

The fact that teachers are creative and sensitive to their students' needs made them deliver their lesson in the best ways for their students to learn.

Pathetic how these administrators focus on PAPERS and DOCUMENTS where in reality all they have to see is the output of each class. pano mo nga naman masa-submit on time ang mga documents mo kung tambak ang hinihingi sa yo??

Eto na, Gusto nating maging competitive ang mga students natin, pero check out the bitter reality, in the over-all result of the NAT, Filipino subject didn't even get the acceptable rate of 75%. GISING PINOY! pano mo aasahang tumaas ang marka ng NAT sa lahat ng aspeto kung sa sariling wika bagsak mababa ang mga mag-aaral na Pilipino!

I believe that the ideal teacher for the interactive curriculum is not the authoritarian instructor but the trustworthy facilitator or manager of the learning process. She is not somebody on whom learners always lean but somebody who gradually rids them of the tendency to lean. I agree with the speaker in one of the seminars I have attended to who stated that “The teacher should rather be a guide on the side than a sage on the stage”.

DepEd RBEc does not really help Teachers in instilling quality education in public schools.I strongly believe that we must adopt our educational program by changing some of the old and traditional subjects and offer seminars and workshops for teachers for effective teaching.DepEd must focus more in providing more adavnce and standardized teaching materials and distribute it to all schools nationwide.

Some of the principals are so mean.They abuse their power.We teachers are so pressured and stressed!

my first year of teaching was the year RBEC was implemented. I don't have problem with the RBEC as it was structured very simple and child base. what my problem is supervisors in each subject areas gave us budget of work what surprises me is that it does not even follow what is on the RBEC, so the dilemma is what to follow?
As a teacher gusto ko lang ma lessen or mawala na ang paggawa ng lesson plan...imagine the amount of time we spent in writing the plan na maaring nating magawa sa ibang bagay gaya ng further reading and researching para naman updated tayo. PHIL-IRI,SREA,Nutritional status,NCBTS,Test Statistics, NAT paki explain nga ano ang silbi niyan?....e ang nangyayari naglalabanan lang naman ang divisions na hindi naman dapat kasi isang agency lang tayo....dapat sharing

I have no concrete idea what is, nor undertaken a seminar on how UBD is implemented inside a classroom. I am now taking my practice teaching, assigned in a private school. The school utilizes RBEC.. However, I believe I should know more about UBD because most public schools implement it......Are there serious actions/programs that the Education Department does to uplift the caliber of newbies in the teaching profession?

Hello, I am also a public school teacher. It is really true, marami talagang paperworks, ang hirap pa, deadline kaagad, kaya instead teaching our students for the alloted time, we sit down and comply all the reports. Meron pang school evaluation wherein we beautify our classrooms. Dikit dito, dikit duon, kailangan complete or else, maliit lang rating mo, bakit may budget ba para dun? how about ang oras na iginugugol sa pagpapaganda sa classroom? affected din pati daily lessons, kawawa naman family namin kasi kahit dis-oras na ng gabi, nasa school pa rin kami, ngde-decorate. The question is, nakaka-improve ba yon sa learning status ng ating mga mag-aaral? butas pa ang bulsa ng mga teachers.

I am teaching grade one, I have 57 pupils in my class. Can you imagine teaching the very foundations of learning in a big group? We cannot even impose simple discipline. You cannot expect everyone to be interested. If we bring the unruly pupil outside, we might get reprimanded for child abuse. If we say something bad, child abuse. Nothing can be done to discipline these pupils. We must be aware of the changing times too, because these pupils are not as innocent as the pupils 20 years ago.

I would like to comment about the NAT results. It is true some school administrators are giving leakages to the teachers to help in increasing the MPS. Maybe we should dig deeper the root cause of these evils,why blame the teachers or the school administrators?

DepEd was asking way too much for the MPS but not providing the right tools for these pupils to learn. Instead, they give us boring books and asking a lot of nonsense reports.

to those asking for a copy of the BEC/RBEC, please don't bother to get one. We're now on the UbD. It's so funny... some have not even gotten hold of a copy of the BEC/RBEC, and Dep Ed has already implemented the UbD and K-12. Where to, Philippine education?

Hello! Are we still going to use UbD framework in the K-12 curriculum - specifically, in secondary? I heard that UbD will cease and another approach will be introduced because of the decongestion of learning competencies. Is that true? Hope to hear from you..

hello teachers!everyone is surely correct to your comments on BEC,RBEC, now UBD!what can a teachers do when each implemented?every new secretary do this,change the learning competencies and that they cannot finish the tenure of such curriculum, they change it to another curriculum,another secretary and they don't even see the results if its going good for the learners or not.what do they think of the pupils/students magician?that they will all absorb all the teaching of their teachers?I wish that someday the deped family would realize that they would ensure the capability of the pupils/students to get higher achievement of the lesson learned in a simple way.and that they would supply all the needs of the teachers and pupils/students the materials needed.

i believe that the success of RBEC is the supposed uniform understanding of its implementation... the using of integrative mode of teaching binding the component subjects of MAKABAYAN was not fully utilized as it was not fully understood

I think the best curriculum was the Minimum Learning Competencies or MLC... My pupils under this curruculum were all professionals believe it or not...
