Teachers Salary Increase

Education Secretary Jesli Lapus today urged Congress to pass into law a bill that
gives additional compensation to public school teachers.
“DepEd gives its full support for the approval of the House Bill 4734 and Senate Bill
2408 because we have always been cognizant of the need to improve the lot of our
teachers,” Lapus said.

Assistant Secretary Jonathan Malaya said that under instructions of Lapus, the
Department has been lobbying in both houses of Congress for the approval of the
bill which has already passed second reading in the Senate. Under the bill, teachers
will get an additional pay of P9,000 to be paid in full within three years at P3,000
increase per year. The total increase will make teachers’ pay at par with those
received by soldiers and policemen.

DepEd recently ordered the release of funds from the DepEd 2007 NCR savings for
the payment of the much-awaited 1999 “over-and-above” allowances of NCR public
school teachers. The initial release of P77.8 million allowed the immediate payment
of some P500 million in unpaid benefits. This benefits some 10,000 teachers in
eleven NCR cities with some eligible teachers getting as much as P60,000 each.
Just after the opening of classes last June, DepEd released guidelines on the
reduced classroom hours of teachers. This implements the Civil Service
Commission ruling that allows teachers 6 hours of actual classroom teaching instead
of the usual 8 hours.

When Lapus assumed office at DepEd in 2006 he immediately worked for the
updating of teachers’ service records (SR). For years, teachers complained of
unauthorized deductions in their contributions with the Government Service
Insurance System (GSIS) because of discrepancies in the records of DepEd and
GSIS. Today only 6.6 % of the SRs remain to be encoded and submitted to GSIS.
Last year, DepEd also paid some P1.7 billion in arrears representing government
shares in GSIS contribution. The arrears were a result of the increase in GSIS
premium from 9.5% to 12% for the period of July 1997 to December 1998.
Another P862 million was released to cover employees’ compensation insurance
premium adjustments when the GSIS increased the premium from P30 to P100.

DepEd also released P400 million last year to partially settle unpaid loyalty pays,
step increments and other entitlements of DepEd personnel especially teachers.
This is in addition to the P388 million released to cover PhilHealth premium
adjustments because of the increase in premium from P100 to P112.

In November 2007, DepEd signed a memorandum of agreement with Gawad
Kalinga, Pag-Ibig Fund, and some pioneering local government units to undertake
an affordable housing program for its more than 90,000 teachers who do not have a
home of their own.

“Teachers’ welfare and benefits are tops in our priority,” Lapus reiterated.

Teachers and employees of Calapan city and Oriental Mindoro Divisions would like to clarify if this over and above allowance recieved in the NCR pertains to the Cost of Living Allowance that we have been waiting which happens to fall on the same period from 1989-1999.

I agree to their decision na gawing 6 hours ang work ng mga teachers instead of 8 hours... Dito nga sa America e, 8:30-2:30 lang ang school hours... Dapat talagang alagaan ang mga teachers, otherwise... Walang mangyayaring maganda sa ating educational system.

I do pray that the people directly concern on teacher's salary would give their very best to increase the salary. Modesty aside, im considered by many as one of the best teachers in our division but i am discouraged with the kind of pay we receive. i dont think i would be able to send my children to good school and provide a decent kind of living with this salary.

Quality teachers are starting to packed their things and leave despite their desire to serve well in our country because the pay and the number of students per class is unimaginable. Education being the backbone of our society should be given immediate attention before everything crumbles down in our nation. please treat teachers with respect.Pay them well!!!

whoever commented on this one... well, u really have no right to judge on the morality of the teachers...why dont you just examine yourself if your moral values are intact...

Anonymous said...

regarding this morality issues, well, the best person to comment on this one is the superintendent of the division. and maybe this should be given due process...

im very much happy that there is an increase of salary to the teacher teaches science and mathematics for 5 years and up, the problem is why is it only for grave IV,V,& VI and also for who is 5 yrs and above in teaching. I am a math coordinator in our school, i cannot avail because i am only 3 years in service and a grade I teacher, but when it comes to the problem in my department i am always blame if the result is low.Sana isali na lang seguro lahat ng teacher if duna increase disregard sa iyang grade level ug ang years of experience. dahil kung ganon sana ang kinuha na mga coordinator ay yong maymahaba na experience sa pagtuturo ng ganon subject.

Anonymous said...

yes,why is it only for those who teaches mathematics and science, same here i am a math coordinator but only 3 years in service although i am handling grade 5 and 6.

immoral teachers who had an illicit relationship with a married man like a teachers in Zamboanga City Natioal High School-West, Baliwasan, Zamboanga City. Ellen Falcatan a Second year teacher should be charged of immorality and should be oust as an educator. she is not giving a positive value to the student she's handling. why can't the deped check the status of their teacher if they have a good virtue.

IF BEING A TEACHER MEANS HAVING A GOOD REPUTATION. HOW CAN DEPED RETAIN A TEACHER WHO IS HAVING A ILLICIT RELATIONSHIP WITH A MARRIED FAMILY MAN. THIS KIND OF TEACHER SHOULD BE INVESTIGATED AND BE CHARGED WITH IMMORALITY. WHAT CAN THEY TEACH TO STUDENTS WHEN IN FACT THEY DON'T HAVE A GOOD REPUTATION AND VIRTUE AS A TEACHER. THIS PARTICULAR TEACHER ELLEN FALCATAN OF ZAMBOANGA NATIONAL HIGH SCHOOL WEST SHOULD NOT BE TEACHING STUDENT FOR SHE DOESN'T HAVE A NICE REPUTATION. THE PRINCIPAL DIDN'T EVEN DO ANY SUSPENSION AND PERSONAL ACTION TO REPRIMAND SUCH ACT.

Anonymous said...

Anonymous said...

Anonymous said...

why is it that some of the teachers in region 7 especially deped negros oriental does not receive yet their 2010 year end bonus and cash gift until now? I heard in the news that it was released in november 12, 2010 but until now we haven't received it yet.teachers also were very dissapointed with the 5,000 cash gift. During the Arroyo's administration, the public school teachers received a cash gift of 10,000. So why can't the P-noy administratin do the same.Government employees were expecting much to his administration but it was very disssapointing..
