Bro Armin is a graduate of Philosophy with master degree from De La Salle University. The incoming DepED Secretary is 100% trained under La Salle education system.
Since Bro Armin come from private and respected organization, we can be assured that he will try to clean up the DepED Office to make sure it will not be involve in the issues similar to expensive noodles.
The concerned now with this leader is that he is less experienced on the public educational system. He is basically less knowledgeable to the problems of the Department that rooted right inside the classroom of each public schools.

i would like to keep my expectations high to this newly-seated undersecretary of DepEd, since our new president kept on bugging us that he want to impose changes, and i believe he goes with that.
my only doubt is that, can he really do something on the problems on the public schools if he had never been in one???there will be no personal experience on that one.
but i still believe we can do something, I'm looking forward to a better educational system after i graduate my baccalaureate degree in teaching. i hope in his term, he can able to do better for the quality of education we serve to our learners.

Here are some problems you must give attention sir....
Teacher's welfare. Help the teachers help their pupils to learn. We don't need facts and figures. Teachers today are computer literate. instead of providing us chalk allowance, provide us ink for printer and projectors so we don't waste our time writing in manila paper and spending one hour writing in blackboard inhaling chalk dust.
MOOE must be transparent to stake holders. Some items are ghost items.
Palakasan system should be abolished. Those teachers who are in need should be prioritized. most principals attend seminars. But they don't share this to their teachers, they use their certificates just only to be promoted.
Checking of assets and liabilities of school officials must be closely monitored. thanks

The Real Problem in DepEd is the Engineers and appraisers why? think about it? who does the real big school projects and who coordinates with school officials? and in regards with education? i think our Filipino students are not identified according to their learning styles or intelligence why insist on a universal identity? they key here is the training of the teachers and before rearing the youth we should first rear the teacher?

Mr. Secretary please check on the the latest Memo you signed (DM 325, s. 2010) RE: Qualifiers of 2010 EMT. There were more than 900 takers but only 19 passed. Quite good fund raising. What's the intention sir? Last 2005, of 268 takers 144 passed. In 2008 of close to 1,000 examiners, more than 120 passed. With only very few passers in 2010 EMT, I hope you will give some add on points for meritorious and outstanding achievements of some takers who were recipient of national awards, like: CSC lingkod bayan awards, metro-bank awards, best implementor of Deped programs and projects like hall of fame in brigada eskwela, adopt-a-school, best performing school officials, etc. for them to reach the 58 cut off passing score. Pang bonus na lang Mr. Secretary para sa hindi matatawarang galing ng mga ito. Ilan kaya sa 19 who passed because of luck. Sa pamamagitan ng dagdag points, we will encourage our school officials to do their best in managing their school. OK ba Mr. secretary?
Sir dito sa Bais City Division,Region VII, schools are not receiving their MOOE downloading regularly and if they have, the amount is so small and not enough because the division office always procured books,almanac, charts and other IMs that the schools heads did not even request. The division also hired contractual workers charged to school MOOE. This practice of the DO hampered the operation of the schools and affect the management. Kindly look into this issue

You are from La Salle; alam namin mayaman ang mga nasasakupan ninyo kaya sana po mabuksan ang mata ninyo sa totoong sitwasyon ng mga public school teachers. Makita po sana ninyo na hindi solusyon ang pagdagdag ng dalawang taon sa pag-aaral ng mga kabataan. Liitan po sana ang populasyon sa kuwarto upang matutukan ng guro ang mga mag-aaral na pobre at mahirap dahil wala silang pera upang makakuha ng private tutor, ang mga magulang nila ay kayod kalabaw sa paghahanapbuhay kaya halos di rin matutukan sa pag-aaral. Imbes po sana taon sa grado o pag-aaral ang idagdag ay guro ang dagdagan ninyo upang limitahan ang bilang ng klase.
Matagal na pong hinaing ng mga guro ang mga lesson planning. Pwede po kayang imbes puro na patung-patong kompetisyon ang gawin e lesson plan buhat sa mga matatalino naming supervisor ang ibigay sa mga guro upang maituro lalo na ng mga bagong guro ang tamang leksyon sa mga mag-aaral? Iyan po ang bible study ng mga guro sa DEpEd sana; ang nakasulat na ginawa ng mga batikang edukador. Sana po ang guro ay magtuturo at gagawa ng viswal na oobserbahan ng mga supervisor na sumulat ng lesson plan na iniangkop sa lebel ng mga mag-aaral.
Quality education; ang prime mover that has a direct contact to the beneficiaries of learning are teachers. Just making suggestion na its a big burden to create a yearly writing of lesson plans sa part ng guro kaya I am pretty sure na mas maganda kung ang mga ideya ay galing na sa mga taong malaki ang kaalaman kung paano mapataas ang kalidad ng edukasyon kaya ang mga lesson plan na kanilang inihanda ang maaring ang gamitin ng mga guro;siguro po ito ang talagang susi ng quality education. Matagal na din pong hangad ng departamento ang quality, sana po maintindihan ninyo ang suhestiyon na ito.

The DepEd is pushing another curriculum..the UBD, im not familiar of it.. anyways, the UBD system is quite good, however, only teachers' manual are released yet there's no student handbooks. the said system is only applicable to rich places and not for students studying in the boondocks. i hope that our deped secretary will make an educational system that is for rich and poor.

regarding the ranking of the newly permanent teachers... dinadaan n rin po ngaun sa palakasan... hindi na po ranking ang nangyayari.. wrongking na... sana po sundan nila ang ranking system..kasi po marami ang nalalampasan sa ranking..inuuna nila ang mga malalakas sa knila...pnu naman po ung mga walang kapit sa division office ibig bang sabihin eh forever na lang silang magpaparank..it's so unfair sir...
Sir, with regards po sa dagdag na taon na balak iimplement, bakit po di dagdagan ang bilang ng mga guro sa mga schools, napakarami pong bata sa mga classrooms ng public school, dapat po ito paliitin upang makapagturo ng mas maayos ang mga guro. Ang mga books po, gawin na lang pong isang klase bawat subject at one is one ratio para po nasusundang mabuti ng mga bata at magulang ang mga aralin.

i am a single mother of three (3)and a level 1 government employee concern ko lang and additional 2 years in basic education, pwede namang 'wag dagdagan ng 2 years ang mas importante ay ang dagdagan ang mga teachers para mabawasan ang dami ng estudyante bawat klase at maaccommodate lahat sila, mas matututukan ng guro ang bawat mag-aaral, more trainings sa mga teachers according to their area of teachings. Mas importante rin ang school buildings kasi maraming public schools ang nagkaklase sa corridor, basketball court at sa oval ng school nila. Ayusin din ang mga comfort rooms, dagdagan ang classrooms. sayang naman ang gagastusin sa dagdag na 2 years e di gastusin na lang sa mas importanteng pangangailangan ng teachers and students.
Mr Secretary, hindi nman po tlaga solusyon ang addt'l 2 years sa Basic Education... ang mas need ay ang additional teachers especially in public schools kc as what we observe in our barangay high school, teachers are handling 66-72students per class so siksikan sa klase at hindi ma one-on-one ng mga teachers ang knilang students... dba better if they only have 30 students per class pra matutukan ang bwat students... I think and I know that everybody will agree that this is the BEST SOLUTION pra maiangat ang kalidad ng edukasyon.

Sir, we would like to support the vision and mission of the DEPED, to achieve quality education. Indeed we're doing our very best to compete with the private schools though we haven't enough books, references and equipments in public schools. Because of being resourceful we impart knowledge to our pupils, enriching the knowledge they acquired on the public school books. Indeed, we still need your help because our pupils are already behind as we talk about technology. We would like to mold our pupils to be worldwide competative. If possible sir lessen the numbers of pupils inside our classroom so that we could have a one on one contact with our pupils. Maybe the 2 years additional to basic education is not the solution but instead lessen the the number of pupils, more teachers and references and workbooks for our pupils. Though we make activity books for our pupils but most of them can't afford to make it photocopy so we need assistance. To compare with the private school they have their own workbooks and the number of pupils are really limited. 30 is a maximum and i think it is ideal to a teacher to monitor each pupil.

Sir, quality education will be achieve if the teachers assigned are worth enough to the grade level they are assigned. We ourselves know where we excel. Sir, our problem is that we are reassigned by our superior to teach grade I. Is it necessary to a Master Teacher to teach grade one, though from the very start we were hired as public school teacher we already taught higher grade level. We also teach our subject areas where we excel. We were promoted as master teacher not because we excel in teaching lower grade level subjects but indeed we had contributed and presently contributing more knowledge in the higher grade level.
Sir, If we will be assigned in grade I how can we obtained the quality education if we don't even know how to start dealing and imparting knowledge to the small children. Yes, elementary education is a general education, flexible but we have already built ourselves in teaching higher grades. MANGANGAPA PO KAMI SA DILIM and totally education will deteriorate. one big problem in the public schools is the quality time spent by the teachers with the pupils..most of the time, the poor teachers are "requested" by the principals to make some necessary reports and what-nots instead of spending time teaching the pupils...many principals (not all,ok) think that being one is an easy job...that's because they are not doing their job..they are handing over the works to the teachers...how unfair can life be?...teachers do the reports and all...they just sign over their printed names if they are the ones who did it! let the teachers teach....please...

Mr. Secretary i just want to ask if you are aware of the salary differential of teachers who were promoted to the next level. I was already promoted twice in two consecutive years but mind you i didnt receive any single centavo. I only receive the correct amount when it appears on the payroll. But the 8 months since i was promoted it was not given to me. And now this is my 2nd time almost a year na rin pero wala parin. According to the admin it will not be given anymore because of budget constraint. Sabi din nila pag daw nagpangaabot di na daw maibibigay ung una. kawawa naman kaming teachers, Lagi nalang pinagtatalunan ang pagtaas ng sweldo ngayon dapat naming mareceive di pa rin ibibigay sa amin. Can the dbm act on this? Pakisuyo po.Di lang ako may ganitong problema kahit magtanong kayo sa iba.Please need your reply para naman maipaliwanag sa amin bakit di na namin mareceive pinagpaguran namin.
To become an ASDS, SDS, he/she must become CESO eligible. Considering that CESO eligibility has 4 levels, is it not possible that the EMT serves as an alternative to the Assessment Center. Kasi sa CESO - MATB, AC, OJP, Interview. For DepEd sana: MATB, EMT, OJP, Interview. Salamat po.

Dapat po ba na ang maging adviser ng mga grade 6 ay hindi mga national teachers?
sana po hindi na muna pinalitan ng prinsipal ang mga dating guro ng mga anak namin dito sa isang paaralan ng laguna kung kaylan pa na ilang buwan na lang ay magtatapos na sila. may ipinalit po ayon sa mga anak namin na lagi raw po nasa labas sa silid-aralan at nagsasalita ng di maganda sa mga anak namin.

Dear Mr. Secretary: I would like to comment on the salary increase especially the master teachers. Wow! they will be getting high. How about the School Heads who have so much to do - improvement of the school, instructional supervision, curriculum implementation,increasing pupil & teacher performance, community linkages and many more! We travel a lot to monitor the schools under us.We spend from our own pocket whenever there are needed improvements in the school. We also take from our own wallet to entertain our stakeholders during meetings and gatherings, however our salary does not compensate our work. Is it not high time that school heads be given higher salary grade than the master teachers? Do not tell me that there is reimbursement of our travels because it is only the Sch. District Supervisor who gets that privilege. Please take into consideration our plight. More power & God Bless!

Mr. secretary please furnish all school heads the guidelines on the release and usage of MOOE Downloading esp.that of the elementary. Kasi dito sa Division of Bais City, Region VII - our schools received only P5,000 the whole year. our SDS always have us signed the PR sabay bigay ng mga books and other references na 'di na man talaga namin kailangan at sasabihin yun na and MOOE namin. Is it in order ba yun? On top of this, the division hired many casuals charged to MOOE - at alam namin sa MOOE ng Elementary yun. Paki imbestiga Mr. DepEd Secretary, please.

Sir....Please try to evaluate the NAT Result it seems the result is so high that even a teacher made test pupils cant get as high as 75% how come in some schools out of 50 takers wow 35 pupils got perfect but if the test given to teachers mind you sir we cant even get perfect! We do exerted our efforts just to have a saturday review just to get high. If this test is given with utmost confidentiality at least we can evaluate who is really performing or not....In short sir why there are test materials spread before the test is given?

Nais ko lang pong iparating sa inyo ang kabalbalan ng Principal ng Andres Mariano sa Valenzuela, magpapasukan na naman po pangalawang anak ko na ang papasok na naman sa kinder, nagbigay ang mabait naming mayor ng libro na libre sa kinder, ngunit nagbenta ang principal ng school na ito ng panibagong aklat na gagamitin ng aming mga anak kahit na may libre ng bigay ang mayor. I would like to ask something about the 8th week curriculum in Grade 1. nabasa ko po ito ngayon fron cover to cover. as I finish reading the whole content, talagang hindi po marealized ang ibang activities doon, lalo na po ay nandito kami sa very remote areas.eh, kahit writing notebooks pa nga ng mga bata, hindi po makaafford ang ibang parents. maraming grade 1 pupils ko na wala pang writing notebook. actually po, ok na man po ang mga suggested activities, kaya lang po, hindi po siya 100% applicable sa lahat ng mag-aaral. Good for those who are in SPED classes or those pupils in the city na talagang can afford po ang mga parents.Example lang po sa mga activities ay yong sa mag-anak o family. May activities po na required magdala ng pictures ng mama, papa, ibang kasapi ng pamilya.Eh,talagang ginawa ko po seriously ang mga isinasaad ng 8th week curriculum. pero po, out of my 53 pupils, only 2 lang po ang nakagawa ng activity na yon.frustrating po, kasi, during the actual activity, nagtanga po ang almost 98% ng aking pupils, very frustrating po talaga. Sa lahat ng authors po ng 8th week curriculum, saludo po ako! Pero sana po, maiisa-isa po ngayon at sana uupuan po sana ng kinauukulan ang mga materials na gagamitin po, sana po, bigyan ng pansin ang mga IMs na gagamitin sa grade 1. sna po, i-provide yan ng gobyerno kasi po, kung sariling bulsa na naman kukunin ang lahat ng mga IMs na gagamitin sa 8th week curriculum, naku po, maawa po kayo sa teachers, wala na pong kakainin ang teachers nyan! Isa pa po, bakit po walang ADARNA BOOKS na ibinibigay sa aming Grade 1? Bakit din po walang Preschool Education handbook for Teachers (PEHT) ang mga grade 1 teachers? sana i-provide din po kami niyan Sir! Ang hirap po talaga!At saka po, wala po kaming edcational tapes na nakasaad sa mga activities ng 8th week curriculum. Saan po ba kami kukuha niyan? sana po ma-ireview po yong 8th week curriculum lalo na sa IMs na gagamitin po. sana po ma-providan po kami. salamat po!

Mr secretary ako po ay isang TIC dito sa school sa aming division for 5 years and at the same time a multigrade teacher for 5 years at heto na naman ang exam for school heads na nagpakaba sa akin, dalawang beses na po akong nag take ng NQEP exam pero parang sadyang mailap ang kapalaran sa akin para pumasa, nag file ako ng reclasification for Head Teacher from T-3 ngunit disapproved dahil sa exam na dapat ipasa,sana Mr Secretary bigyan nyo naman ng pansin ang mga tulad ko na nangarap na mapromote man lamang kahit HT lang considering the experiences I underwent since my first day of assignment til now na hindi na halos mabigyan oras ang pamilya sa kadahilanang nagtuturo para sa edukasyon ng mga kabataan at nag iisip at gumagawa ng mga bagay na makabubuti sa paaralan at kahit anu ano pa, kung alam mo lang ang burden ng isang guro na siya ring nagpapatakbo ng pamamalakad sa paaralan bilang TIC na nangangamba mapalitan sa oras na may makapsa sa exam. sana naman po Mr Secretary,mabigyan pansin ang aking kahilingan Maraming Salamat Po at naway yakapin ng maykapal ang iyong puso at mabigyan solusyon ang problema kong ito at alam ko na di lang sa akin ito nangyayari marami kami ngunit ako lang ang nagkalakas loob, Hanggang dito na lang po at pagpalain naway ng diyos ang iyong pamumuno sa sa DepEd, More Power.

There are times that you close doors yet it needed to be opened,,and you open doors to such that does not need to be opened. Sa release naman ng MOOE sa mga schools ng Deped CALBAYOG, there are some administrators who are not following the guidelines on how to use the said budget(MOOE), binibili ng kung anu-ano, halimbawa, bumibili sila ng mga alcohol/beverages tapos, ipinalalagay sa resibo ang materyal na gamit sa pagrepair(hal. pako).PWEDE NIYO PO ITONG IVALIDATE SA PAMAMAGITAN NG PAG-INSPECT NG MGA PURCHASES...

dito sa amin sa cebu province, maraming mga district ang nawalan ng mga items even natural vacancy nawala dahil retired na ang guro, bakit hanggang ngayon mag 2 years nang vacant ang item wala pa ring guro. ang nangyari more than 60 pupils na ang bawat classroom. ang latest bad news wala na ang item sa mga retired teachers namin. paano namin makuha ang hign MPS kung ganito ang situation sa aming bawat classroom. saan kami dadaing sa ganitong problema dahil walang ginawa ang nasa higher office namin to replace the vacant items and teachers sa aming school?
for 20 years in teaching,mas marami ang marunong na mag aaral noon kaysa ngayon dahil una sa curriculum natin masyadong mataas para sa mga mag aaral ang dapat nilang matutuhan. mga bata ngayon walang determinasyon to learn basta lang nasa loob sila nang paaralan kahit at the end of the year wala silang nalalaman okey na sa kanila basta meron silang supply from 4P's of DSWD program, secondly dahil sa child abuse law mga bata ngayon wala nang values. mahirap sa amin kung walang discipline sa aming pagtuturo dahil hindi yan makikinig. hindi kagaya noon na ang lahat na mga bata makikinig talaga sa guro dahil may discipline rules na dapat nilang gawin para makinig sila at matututo. kung alam lang ninyo kung gaano kahirap turuan ang mga bata ngayon sa public schools dahil sa law na iyan. sana naman bigyan nyo nang pansin ang side sa mga guro dahil nagiging money making na rin yan sa ibang mga parents kun makagawa nang kamalian ang guro. ang mga books ngayon specifically english and filipino didnot coincide sa guide/pelc namin, ang hirap. mas mabuti pa ang mga books noon dahil mas naiintindihan pa namin kaysa ngayon. can you give focus to the curriculum today in the elementary? ang taas ng dapat naming i accomplish pero ang mga bata naman sa ngayon are deteriorating mentally. kaya ang performance namin sa public can't compete to other countries dahil hindi tugma sa mental level sa mga bata ngayon. please do revise our curriculum and please revise also the child abuse law kasi kaming mga guro ang kawawa. magtuturo kami kahit hindi makikinig ang mga bata kasi takot kasi sa verbal abuse at lalo na sa physical abuse.

Sir, my problem is my principal. Halos di na ako makapagturo dahil sa maraming office works na ipinagagawa sa akin. Halos lahat ng reports sa office ako po ang gumagawa. Marami pa akong handle na extra curricular activities as in school and district coordinator kaya halos wala ako sa school. Academic teacher ako pero halos di ko magampanan ang pagtuturo ko. Hindi naman po ako makareklamo sa principal ko dahil mabait siya at ayoko na pag-initan ako. Ano po ang magandang solusyon dito?
isa po ako sa mga magulang na nagtatanong bakit kailangan sa aming mga magulang manggagaling ang ipag papagawa ng pagpapasemento ng kanal sa loob ng paaralang sentral ng san pedro laguna ,napakaraming pedeng pagkuhanan ng ipagpapagawa sa nasabing proyekto na hindi kailangang magipit ang mga magulang andyan ang kantina ng skul na kumikita ng malaki sa sapilitang pagpapaubos nito sa mga estudyante.

The officers in the division office of Malolos said they are processing our contracts and that they do not have the Budget yet! it means working without a guaranteed compensation... we got our 13th month pay last dec.29 until 9pm.. imagine how hard for us teachers to get the benefits entitled to us...

National High School of the Division of Tanjay, Region 7 was charged of raping his student aged 14 years old last November 1, 2011. The teacher was detained for a month at the local PNP. This is in connection with the policy of deped that a principal shall stay in a respective school for a maximum of 5 years, and shall be transferred to another school. Amazingly, here in the division of Cabanatuan City, specifically in Mayapyap National High School, The principal Mrs. Teresita M. Manantan has been the principal of the said school for almost 30 years. Among the 6 high school principals in the division, she's the only one who was not moved or transferred to another school. I am speaking in behalf of the teachers of Mayapyap National High School. We want change in the administration because we have been handling by the same school head for almost 3 decades. Deped Quezon are always selling to us new uniforms which can only be purchased to one person from Sariaya since the fabric is exclusively manufactured for us. This person has become super rich since the price is really high and I bet she didn't even pay taxes for it.There are about 10,000 teachers in Quezon. I wonder why(how much?) our superintendents had allowed this to happen.
It seems that our dear Secretary of Education is sleeping on the job just like his boss.

Uses of School MOOE
a. To fund activities as identified in the approved School Improvement Plan (SIP) which are for implementation in the current year particularly in the improving learning outcomes and as specifically determined in the Annual Implementation Plan (AIP) of the school;
b. To pay expenses for utilities (e.g. electric and water expenses);
c. To rpocure school supplies necessary in classroom teaching;
d. To pay salaries for janitorial and security services; and
e. To use for other mandatory expenditures except for the procurement of textbooks and other instructional materials, and school furniture and equipment.
Penalty Clause
The SDO and school officials/personnel who violate any provision of this Order shall be dealt with administratively, pursuant to Deped Order No.49, s. 2006, otherwise known as the "Revised Rules of Procedure of the Department of Education in Administrative Cases."
